Decision XV/3 allowed a Party that had not yet ratified the Copenhagen and/or Beijing aAmendments to the Montreal Protocol to be excluded from the definition of " Sstate not party to this Protocol " for the purpose of Article 4 bans on trade in hydrochlorofluorocarbons (HCFCs) if that Party had:
