Upon enquiry, with regard to the roles of the two P-4 positions of Political Affairs Officers based in Juba and Khartoum, the Advisory Committee was informed that the functions of such staff in the Office of the Special Envoy differed from those in other peacekeeping operations, as their mandates were very specific to the Sudan and South Sudan, respectively.

51. The proposed resources would provide for 376 positions in the Office of the Special Envoy and UNMEER (see annex I) and 20 positions in 2014 and 9 positions in 2015 at Headquarters (see annex II) for backstopping support, as described below.

Taking into account that the functions of the five security-related positions are no longer required in Geneva and the need for additional security capacity in Damascus, the Advisory Committee recommends that the five positions at the General Service (Other level) be abolished in Geneva and five new positions at the local level be established in Damascus in the Office of the Special Envoy of the Secretary-General for Syria.

80. With respect to positions vacant for almost two years or longer as discussed in paragraph 17 above, four such positions are listed in the Office of the Special Envoy for Syria (1 P-4 Special Assistant for the Deputy Special Envoy of the Secretary-General, 1 P-4 Human Rights Office and 2 P-3 Security Officers).

The Advisory Committee considers that many of the functions of the Political Team in the Office of the Special Envoy could be provided through increased collaboration with other United Nations entities present in the region which already devote considerable resources to following up on political developments, as well as through the backstopping capacity at Headquarters, which is also proposed to be strengthened (see para. 24 below).

Upon enquiry, the Advisory Committee was informed that, as at 31 January 2010, out of a total of 4,816 posts and positions authorized for 2009/10 (excluding 16 positions in the Office of the Special Envoy of the Secretary-General on the Great Lakes Region), 418 were vacant.

Upon request, the Advisory Committee received a list of 50 positions that had been vacant for over a year as at 30 September 2014, of which 6 positions had been vacant for almost two years or longer (2 in UNAMA and 4 in the Office of the Special Envoy of the Secretary-General for Syria), including 1 vacant for 4 years in UNAMA.
١٨ - وتلقت اللجنة الاستشارية، بناء على طلبها، قائمة بـعدد 50 وظيفة كانت شاغرة منذ أكثر من سنة في 30 أيلول/سبتمبر 2014، من بينها 6 وظائف ظلت شاغرة لما يقرب من سنتين أو أكثر (وظيفتان في بعثة الأمم المتحدة لتقديم المساعدة إلى أفغانستان وأربع وظائف في مكتب المبعوث الخاص للأمين العام إلى سورية)، بما في ذلك وظيفة واحدة ظلت شاغرة لمدة 4 سنوات في بعثة الأمم المتحدة لتقديم المساعدة إلى أفغانستان.

The Advisory Committee recommends the following: (a) review of the positions in UNAMA in connection with the preparation of the 12-month budget for the mission (see sect. IV.D below); and (b) abolishment of 1 of the 4 vacant positions in the Office of the Special Envoy of the Secretary-General for Syria (see sect. IV.A below).
وتوصي اللجنة الاستشارية بما يلي: (أ) استعراض الوظائف في بعثة الأمم المتحدة لتقديم المساعدة إلى أفغانستان فيما يتعلق بإعداد ميزانية الاثني عشر شهرا لهذه البعثة (انظر الفرع رابعا - دال أدناه)؛ (ب) وإلغاء وظيفة واحدة من بين الوظائف الأربع الشاغرة في مكتب المبعوث الخاص للأمين العام إلى سورية (انظر الفرع رابعا - ألف أدناه).

76. In addition, the Advisory Committee notes that annex V to the report of the Secretary-General on variances in staffing requirements does not include the changes in duty stations for the three Heads of Mission (see paras. 63-66 above and see paras. 77 and 78, 85 and 88 and 100-102 below), nor the redeployment of two P4 positions in the Office of the Special Envoy for the Sudan and South Sudan (see paras. 81 and 82 below).
