During the first stage, which took place during the morning, the discussion focused on a draft resolution submitted by the United States and issued in provisional form, which proposed another technical extension of phase XII of the humanitarian programme until 18 December 2002 in order to give interested delegations time to submit proposed adjustments to the goods review list and the relevant procedures.
