Noting that the freedom to seek, receive and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art or through any other media of choice, as set out in article 19 of the Covenant, gives meaning to the right to participate effectively in a free society,
وإذ تلاحظ أن حرية التماس مختلف أنواع المعلومات والأفكار وتلقيها ونقلها إلى الآخرين دونما اعتبار للحدود، سواء شفوياً أو في شكل مكتوب أو مطبوع أو في قالب فني أو بأية وسيلة أخرى يختارها الإنسان، على النحو المنصوص عليه في المادة 19 من العهد، تعطي معنى للحق في المشاركة على نحو فعال في مجتمع حر،

" The Committee observes that the picture painted by the author plainly falls within the scope of the right of freedom of expression protected by article 19, paragraph 2; it recalls that this provision specifically refers to ideas imparted `in the form of art'.

10.3 Article 19, paragraph 2, of the Covenant guarantees the right to freedom of expression and includes " freedom to seek, receive and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art, or through any other media " .

المادة 19 - لكل إنسان الحق في حرية التعبير. ويشمل هذا الحق حريته في التماس مختلف ضروب المعلومات والأفكار وتلقيها ونقلها إلى آخرين دونما اعتبار للحدود، سواء على شكل مكتوب أو مطبوع أو في قالب فني أو بأية وسيلة أخرى يختارها.

6.2 The State party adds that according to article 19, paragraph 2, of the Covenant, every individual has the right to freedom of expression; this right includes the freedom to seek, receive and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art, or through any other media of his choice.
6-2 وتضيف الدولة الطرف أن الفقرة 2 من المادة 19 في العهد تكفل الحق في حرية التعبير لجميع الأفراد، وأن هذا الحق يشمل حريتهم في التماس مختلف ضروب المعلومات والأفكار وتلقيها ونقلها إلى آخرين دونما اعتبار للحدود، سواء على شكل مكتوب أو مطبوع أو في قالب فني أو بأية وسيلة أخرى يختارونها.

6.2 The State party further submits that, according to article 19, paragraph 2, of the Covenant, every individual has the right to freedom of expression; this right includes the freedom to seek, receive, and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art or through any other media of his own choice.
6-2 وتفيد الدولة الطرف أيضاً بأن الفقرة 2 من المادة 19 من العهد تنص على أن لكل إنسان الحق في حرية التعبير؛ ويشمل هذا الحق حريته في التماس مختلف ضروب المعلومات والأفكار وتلقيها ونقلها إلى آخرين دونما اعتبار للحدود، سواءً في شكل مكتوب أو مطبوع أو في قالب فني أو بأي وسيلة أخرى يختارها.
