All persons are equal before the law and the State guarantees the protection of its citizens, inter alia, through ensuring compliance with the provisions of the Law on Mass Events.
فجميع الناس سواسية أمام القانون والدولة تكفل حماية مواطنيها بوسائل منها ضمان الامتثال لأحكام قانون التجمعات الجماهيرية.

His argumentation that his moving along the pavement neither breached the Traffic Rules nor disturbed public order and that, therefore, it did not constitute an administrative offence is erroneous and contradicts the explanation contained in article 2 of the Law on Mass Events.

To give effect to the right guaranteed under article 21 of the Covenant, the State party passed the Law on Mass Events, which spelled out the procedure for the organization and conduct of mass events, and established some restrictions on the exercise of the right of peaceful assembly.
ومن أجل إعمال الحق المكفول في المادة 21 من العهد، سنّت الدولة الطرف قانون التجمعات الجماهيرية الذي نصّ على إجراءات تنظيم التجمعات الجماهيرية وعقدها، وفرض بعض القيود على ممارسة الحق في التجمع السلمي.

They add that such restrictions are indeed provided for in articles 23 and 35 of the Belarusian Constitution and article 10 of the Law on Mass Events.
ويضيفون أن هذه القيود منصوص عليها فعلاً في المادتين 23 و35 من الدستور البيلاروسي والمادة 10 من قانون التجمعات الجماهيرية.

The Committee further notes the State party's assertion that the restrictions were in accordance with the Law on Mass Events and the decision of the Baranovichi City Executive Committee No. 4.
كما تشير اللجنة إلى تأكيد الدولة الطرف أن القيود تتماشى مع قانون التجمعات الجماهيرية وقرار اللجنة التنفيذية لمدينة بارانوفيشي رقم 4.

In his reply, the Deputy Chairperson specifically referred to article 8 of the Law on Mass Events and the fact that the leaflets in question were printed and distributed in the absence of official permission to organize a public debate with Mr. Milinkevich in Gomel.
وأشار نائب الرئيس في رده تحديداً إلى المادة 8 من قانون التجمعات الجماهيرية وإلى واقع أن المنشورات المعنية قد طبعت ووزعت دون الحصول على ترخيص رسمي لتنظيم مناقشة عامة مع السيد ميلينكيفيتش في غوميل.

The court referred to article 2 of the Law on Mass Events of 30 December 1997, according to which:
واستندت المحكمة إلى المادة 2 من قانون التجمعات الجماهيرية المؤرخ 30 كانون الأول/ديسمبر 1997 التي تنص على الآتي:

It adds that the Law on Mass Events aims at creating the conditions for the exercise of the constitutional rights and freedoms of citizens, and compliance with the Law serves as a guarantee for the protection of public safety and order in the course of such mass events.
وتضيف قائلة إن قانون التجمعات الجماهيرية يهدف إلى وضع الشروط ليمارس المواطنون حقوقهم وحرياتهم الدستورية وإن الامتثال للقانون يكفل حماية السلامة العامة والنظام العام أثناء هذه التجمعات الجماهيرية.

The State party explains that, further to the requirement of article 35 of the Constitution, the Law on Mass Events established the procedure for holding such events in order to create the conditions for the exercise of the constitutional rights and freedoms of citizens, as well as to ensure public safety and public order in the course of such mass events.
وتوضح قائلة إن قانون التجمعات الجماهيرية قد أرسى، وفقاً لما تنص عليه المادة 35 من الدستور، إجراءات تنظيم هذه التجمعات بهدف وضع الشروط التي تسمح للمواطنين بممارسة حقوقهم وحرياتهم الدستورية وضمان السلامة العامة والنظام العام أثناء هذه التجمعات الجماهيرية.

6.3 The State party submits that the courts have correctly determined that the author took part in a " picket " , a definition of which is contained in article 2 of the Law on Mass Events.
6-3 وتفيد الدولة الطرف بأن المحاكم أصابت في قرارها أن صاحب البلاغ شارك في " اعتصام " يرد تعريفه في المادة 2 من قانون التجمعات الجماهيرية.

6.4 The State party also points out that, contrary to the requirements of the Law on Mass Events, the " picket " of 30 October 2007 was not authorized.
6-4 وتشير الدولة الطرف أيضاً إلى أنه لم يتم التصريح بتنظيم " الاعتصام " في 30 تشرين الأول/أكتوبر 2007 خلافاً لمقتضيات قانون التجمعات الجماهيرية.

4.3 The State party explains that the court took a well-founded decision when concluding that the author had participated in a picket as defined under article 2 of the Law on Mass Events.
4-3 وتوضح الدولة الطرف أن المحكمة قد أصدرت قراراً يستند إلى أسس قوية باستنتاجها أن صاحب البلاغ قد شارك في اعتصام وفقاً للتعريف الوارد في إطار المادة 2 من قانون التجمعات الجماهيرية.

This is also the aim of the provisions in the Law on Mass Events and article 23.34, part 3, of the Code on Administrative Offences.
وهذا هو الهدف أيضاً من الأحكام الواردة في قانون التجمعات الجماهيرية وفي الجزء 3 من المادة 23-34 من قانون المخالفات الإدارية.
