١٤ - وأردف قائلا إن اختصاص المحكمة يجب أن يكون مقصورا على أخطر الجرائم، التي يتعين على النظام اﻷساسي أن يحددها مستلهما المعاهدات الدولية اﻷخرى ومشروع قانون الجرائم المخلة بسلم الانسانية وأمنها.

His delegation was of the view that a permanent international criminal court could offer fuller guarantees of objective, impartial and uniform application of the Code of Crimes against the Peace and security of mankind than would ephemeral, ad hoc jurisdictions.
وقال إن وفده يرى أن وجود محكمة جنائية دولية دائمة قد يوفر ضمانات لتطبيق قانون الجرائم المخلة بسلم البشرية وأمنها تطبيقا موضوعيا نزيها ومتسقا، أكمل من الضمانات التي توفرها الولايات القضائية المخصصة السريعة الزوال.
