This Agreement introduces reforms to the implementing regulations of the Urban and Rural Development Councils Act. One of the reforms relates to the notification to non-governmental bodies at the departmental level; SEPREM is designated for the notification of women's organizations for the election of women representatives to the Urban and Rural Development Councils.
