)ب( يجوز ﻷي منظمة من منظمات التحرير الوطني منحتها الجمعية العامة لﻷمم المتحدة الحق** في الاشتراك بصفة مراقب في دورات الجمعية العامة وأعمالها وجميع المؤتمرات الدولية المعقودة تحت رعاية الجمعية العامة وجميع المؤتمرات الدولية المعقودة تحت رعاية الهيئات اﻷخرى لﻷمم المتحدة أن تتقدم إلى اﻷمين العام للمؤتمر بطلب للحصول على مركز المراقب، وتمنح هذا المركز بناء على قرار من المؤتمر.
