In view of this situation, while confirming the importance of rule 2 of its rules of procedure and bearing in mind the fact that barely a third of the States Members of the United Nations are members of the Conference, the CD appointed another Special Coordinator for expansion a year later in the shape of Ambassador Harald Kreid of Austria.
