He furthermore underlined Mr. Tim Caughley's observation that member States have taken practically no initiatives among themselves to overcome the stalemate in the Conference on Disarmament but have left this task to a four week presidency as revealing, adding that this reinforced the impression that Conference member States behave like long-unemployed persons who no longer actively seek work.
وأكد كذلك أن ملاحظة السيد تيم كوفلي كانت وجيهة عندما قال إن الدول الأعضاء لم تتخذ عملياً أية مبادرات فيما بينها لتجاوز مأزق مؤتمر نزع السلاح، لكنها تركت هذه المهمة لرئاسة تستمر أربعة أسابيع، وأضاف أن ذلك عزّز الانطباع بأن الدول الأعضاء في المؤتمر تتصرف تصرف الأشخاص العاطلين عن العمل منذ زمن طويل الذين توقفوا عن البحث الجدي عن عمل.

Mr. Caughley (New Zealand): As my delegation said at our previous plenary meeting, we attach high importance to beginning negotiations on a fissile material cut-off treaty, and we have done so for many years.
