107- ويتعين حثّ حكومات البلدان المستقبلة على تقاسم أية تقارير عن انتهاكات مزعومة لحقوق الإنسان الخاصة بالمهاجرين مع ممثلي قنصليات المهاجرين، وضمان حق جميع المهاجرين بتلقي المساعدة من هؤلاء الممثلين القنصليين طبقاً لاتفاقية فيينا بشأن العلاقات القنصلية.

Urges States to seek full respect for, and compliance with, the Vienna Convention on Consular Relations of 1963, especially as it relates to the right of foreign nationals, regardless of their legal and immigration status, to communicate with a consular officer of their own State in the case of arrest or detention and to be informed without delay of this right;
5- تحث الدول على السعي إلى المراعاة الكاملة والامتثال لاتفاقية فيينا بشأن العلاقات القنصلية لعام 1963، وخاصة في علاقتها بحق المواطنين الأجانب، بغض النظر عن حالتهم القانونية ووضع هجرتهم، في الاتصال بموظف قنصلي من دولتهم في حالة القبض أو الاحتجاز، وتعريفهم دون إبطاء بهذا الحق؛

19. The Special Rapporteur echoes the call made by the Commission on Human Rights in resolution 2001/52, adopted at its fifty-seventh session on 24 April 2001, emphatically reaffirming the duty of States to ensure full respect and observance of the Vienna Convention on Consular Relations.
