22. Application of the principles of transparency, irreversibility and verification: It is vital that a mechanism would be established to ensure that the elimination of nuclear weapons by the nuclear-weapon States and all measures relating to compliance with nuclear disarmament obligations are done in a transparent, irreversible and verifiable manner.

In that connection, we emphasize the need to comply with the disarmament obligations envisaged under article VI of the NPT, and to honour the inalienable right, set out in article IV, of all States to engage in researching, producing and using nuclear energy for peaceful purposes, and to receive transfers of material, equipment and scientific and technological information for such purposes.

Call upon the United Nations General Assembly to consider, on the occasion of the tenth anniversary of the advisory opinion of the International Court of Justice on the " Legality of the Threat or Use of Nuclear Weapons " , the measures that States should take to fulfil their nuclear disarmament obligations under the Treaty on the Non-Proliferation of Nuclear Weapons and arising from the 1996 advisory opinion.
