It is not the purpose of this report to comment on events in Lebanon and along Israel's northern borders, as that falls outside my mandate.

While recognizing the efforts of the Prime Minister, Tammam Salam, and the Government, I highlight the need to elect the new President and underline the continued impact of the conflict in the Syrian Arab Republic on Lebanon and the challenges to efforts to uphold the Lebanese policy of disassociation from the Syrian crisis.

Any alternative to this decisive approach would have very serious consequences for Lebanon and the region, and could result in Lebanon becoming fertile ground for every terrorist or outlaw in the world.
وكل خيار بديل عن هذا الحسم ستكون له تبعات ونتائج خطيرة جدا على لبنان وعلى هذه المنطقة، إذ سيتحول لبنان أرضا خصبة لنشاط كل إرهابي أو خارج عن القانون في العالم.

In addition, it is unclear what impact the creation of the Special Tribunal for Lebanon will have on the security situation in Lebanon and on the Commission in particular in the months to come.

These catastrophes, along with other developments -- in particular in East Timor, in southern Lebanon and along the border between Ethiopia and Eritrea -- have contributed to a considerable increase in United Nations peacekeeping activities.

15.11 The Office of the Personal Representative of the Secretary-General is expected to accomplish its objective provided that regional developments, the domestic political situation and overall security situation will not adversely affect stability in Lebanon and along the Blue Line.
15-11 من المتوقع أن ينجز مكتب الممثل الشخصي هدفه شريطة ألا تؤثر التطورات الإقليمية والحالة السياسية الداخلية والحالة الأمنية العامة سلباً على الاستقرار في لبنان وعلى امتداد الخط الأزرق.

The ongoing undeterred Israeli aggression against Lebanon and the prospects of its expansion, together with the attendant risks to Lebanon, the peoples of the Middle East and the entire world, make it incumbent upon the international community to rally and mobilize its strength against Israel and the sponsors of war and aggression, and seek an immediate, unconditional ceasefire.
إن استمرار العدوان الإسرائيلي على لبنان دون رادع واحتمالات توسيع هذا العدوان مع كل ما يعنيه ذلك من خطر على لبنان وعلى شعوب الشرق الأوسط والعالم بأجمعه، يحتم على المجتمع الدولي تجميع قواه وحشدها ضد إسرائيل وحماة الحرب والعدوان والعمل على وقف فوري غير مشروط لإطلاق النار.

7.10 It is anticipated that the objective and expected accomplishments will be achieved, on the assumption that the domestic political situation, overall security situation and regional developments do not adversely affect stability in Lebanon and along the Blue Line.

As Israel has mentioned several times, UNIFIL and the Lebanese Armed Forces must adapt their modus operandi south of the Litani river to confront this new reality.

Depending on what the General Assembly may decide, there may be a consequential impact on the financing of UNIFIL and other peacekeeping operations.
