10-15 وفي سعيها لضمان السلامة والأمن في الأوساط التعليمية، اتخذت الحكومة عدداً من التدابير لتأمين السلامة في المدارس، مثل بناء وتثبيت أسوار حول المدارس لمنع دخول الغرباء، وتركيب أعمدة إنارة عالية، وتنفيذ اللائحة التي تعلن أن جميع المدارس العامة مناطق خالية من المخدرات والأسلحة الخطيرة.

The flag State, in its exercise of its jurisdiction, must take such measures as are necessary to ensure safety at sea with regard, inter alia, to the construction, equipment and seaworthiness of ships, and the manning of ships, labour conditions and the training of crews (see article 94, paragraphs 3, 4 and 5).

Obligation of the flag State to ensure that the installations or equipment referred to in this section bear identification markings indicating the State of registry or the international organization to which they belong and have adequate internationally agreed warning signals to ensure safety at sea and the safety of air navigation, taking into account the rules and standards established by competent international organizations.
تلتزم دولة العلم بضمان أن تحمل المنشآت أو المعدات المشار إليها في هذا الفرع علامات هوية تحــــدد الدولــــة المسجلـــة فيهــــا أو المنظمة الدولية التي تملكها وتكون مزودة بإشارات تحذير مناسبة ومتفق عليها دوليا لتأمين السلامة في البحر وسلامة الملاحة الجوية مع مراعاة القواعد والمعايير التي أقرتها المنظمات الدولية المختصة.

8 - وترد الالتزامات الأساسية المفروضة على دولة العَلم في المادة 94 من اتفاقية الأمم المتحدة لقانون البحار، التي تقضي بأن تتخذ دول العَلم تدابير لتأمين السلامة في البحار تكون مطابقة " للأنظمة والإجراءات والممارسات الدولية المقبولة عموما " (المادة 94 (3) و (4) و (5)).

58. Article 94 (3) of the 1982 Convention provides that " every State shall take such measures for ships flying its flag as are necessary to ensure safety at sea with regard, inter alia, to (a) the construction, equipment and seaworthiness of ships and (b) the manning of ships, labour conditions and the training of crews, taking into account the applicable international instruments " .
