Following the tenth meeting of the Conference of the Parties, the Secretariat received a voluntary financial contribution from Norway for the purpose of preparing a revised legal analysis of the application of the Basel Convention to hazardous and other wastes generated on board ships.

Following the adoption of decision OEWG-VII/13, the Secretariat, through a financial contribution from the Government of Norway, hired a consultant to assist in the development of a legal analysis of the application of the Basel Convention to hazardous and other wastes generated on board ships.
9 - وبعد اعتماد مقرر الفريق العامل المفتوح العضوية 7/13، استعانت الأمانة، عن طريق مساهمة مالية من حكومة النرويج، بخبير استشاري للمساعدة في إجراء تحليل قانوني لتطبيق اتفاقية بازل على النفايات الخطرة والنفايات الأخرى المتولدة على متن السفن.

173. The representative of the Secretariat, introducing the sub-item, drew attention to the relevant documentation, including the revised legal analysis of the application of the Basel Convention to hazardous and other wastes generated on board ships (UNEP/CHW.11/INF/22).

Approve the work programme of the Committee for Administering the Mechanism for Promoting Implementation and Compliance of the Basel Convention for the biennium 2014 - 2015 and take note of the revised legal analysis of the application of the Basel Convention to hazardous wastes and other wastes generated on board ships;

2. Also takes note of the legal analysis of the application of the Basel Convention to hazardous and other wastes generated on board ships and expresses its appreciation to parties that have submitted information and views to the Secretariat on this legal analysis;

Pursuant to that decision, a legal analysis of the application of the Basel Convention to hazardous wastes and other wastes generated on ships, which had been made available to the tenth meeting of the Conference of the Parties (UNEP/CHW.10/INF/16), had been revised (UNEP/CHW/OEWG.8/INF/18) with financial assistance from the Government of Norway.

Under agenda item 3 (e) (ii), on the environmentally sound dismantling of ships, to consider a revised version of the legal analysis of the application of the Basel Convention to hazardous and other wastes generated on board ships.

Following its discussion the Working Group agreed that the friends of the Co-Chairs group established above under agenda item 3 (e) (ii) would also consider the current sub-item, with the aim of agreeing on a draft decision for the consideration of the Working Group, including with regard to the legal analysis of the application of the Basel Convention to hazardous wastes and other wastes generated on board ships.

Also takes note of the current version of the legal analysis of the application of the Basel Convention to hazardous wastes and other wastes generated on board ships, invites parties and others to review the analysis further and send comments to the Secretariat by 1 December 2012 and requests the Secretariat to post the comments received on the Convention website;
2 - يحيط علماً أيضاً بالصيغة الحالية للتحليل القانوني لتطبيق اتفاقية بازل على النفايات الخطرة والنفايات الأخرى المولدة على متن السفن()، ويدعو الأطراف والجهات الأخرى إلى مواصلة استعراض التحليل وإرسال التعليقات إلى الأمانة في موعد أقصاه 1 كانون الأول/ديسمبر 2012، ويطلب إلى الأمانة أن تنشر التعليقات الواردة على الموقع الشبكي للاتفاقية؛

In the same decision, the Conference of the Parties took note of the revised legal analysis of the application of the Basel Convention to hazardous and other wastes generated on board ships, prepared by the Secretariat pursuant to decision OEWG-VII/13; and invited parties and others to submit further comments on the legal analysis to the Secretariat by 15 March 2012.
2 - وأحاط مؤتمر الأطراف علماً، في نفس المقرر، بالتحليل القانوني المنقح لتطبيق اتفاقية بازل على النفايات الخطرة وغيرها من النفايات المتولدة على متن السفن، الذي أعدته الأمانة عملاً بمقرر الفريق العامل المفتوح العضوية - 7/13؛() ودعا الأطراف وغيرها إلى تقديم تعليقات إضافية بشأن التحليل القانوني إلى الأمانة بحلول 15 آذار/مارس 2012.
