ويذكر مشروع القرار المقترحات المطروحة مؤخرا لنزع السلاح على الصعيدين الإقليمي ودون الإقليمي ويعرب عن الاعتقاد بأن المساعي لتعزيز نزع السلاح الإقليمي التي تراعي الخصائص المحددة لكل منطقة، ووفقا لمبدأ تحقيق الأمن غير المنقوص بأدنى مستوى من التسلح، يمكن أن تعزز أمن جميع الدول.

Convinced that endeavours of the Member States to promote regional disarmament, taking into account the specific characteristics of each region and in accordance with the principle of undiminished security at the lowest level of armaments, would enhance the security of all States, in particular smaller States and would thus contribute to international peace and security by reducing the risk of regional conflict;
واقتناعا منه بأن الجهود التي تبذلها الدول الأعضاء لتعزيز نزع السلاح الإقليمي مع مراعاة الخصائص المحددة لكل منطقة، ووفقا لمبدأ تحقيق الأمن غير المنقوص بأدنى مستوى من التسلح سوف تعزز أمن جميع الدول، خاصة الصغرى منها، وتسهم في تحقيق السلم والأمن الدوليين عن طريق الحد من خطر النزاعات الإقليمية:
