The Framework Convention strongly reaffirms the principle of the responsibility, and consequently the power, of States. It does so in terms of apparent exclusivity which can cause confusion, especially in view of the overlap with United Nations agencies and programmes: " Reaffirming the principle of sovereignty of States in international cooperation to address climate change " .
وتعيد الاتفاقية الـتأكيد بقوة على مبدأ مسؤولية الدول وبالتالي سلطتها بصيغة تفيد حصرهما فيها على ما يبدو، لكنها متناقضة بفعل مشاركة وكالات الأمم المتحدة وبرامجها في هذه الجهود(): " وإذ تؤكد من جديد مبدأ سيادة الدول في التعاون الدولي لتناول تغير المناخ " .

At this point I wish to reiterate that the United Nations Framework Convention on Climate Change must be the principal forum for addressing climate change.
وعند هذه النقطة أود أن أؤكد مجددا أن اتفاقية الأمم المتحدة الإطارية بشأن تغير المناخ يجب أن تمثل المنتدى الرئيسي لتناول تغير المناخ.

Any new financing should be channelled through the Convention and any new fund(s) for addressing climate change should be under the guidance and supreme authority of the COP (AOSIS, MISC.5/Add.2 and finance workshop; LDCs, shared vision workshop);
