At its closing meeting, on 7 May 1997, the Expert Meeting on the Use of Information Technologies to make transit arrangements More Effective adopted the following recommendations on item 3 of its agenda:
اعتمد اجتماع الخبراء المعني باستخدام تكنولوجيات المعلومات لجعل ترتيبات المرور العابر أكثر كفاءة، في جلسته الختامية المعقودة في ٧ أيار/مايو ٧٩٩١، التوصيات التالية بشأن البند ٣ من جدول أعماله:

The recommendations that had emerged from the Expert Meeting on the Use of Information Technologies to make transit arrangements More Effective should therefore be looked at carefully and practical ways to implement them at the country level should be examined.
ولذلك فإن التوصيات التي تمخض عنها اجتماع الخبراء المعني باستخدام تكنولوجيات المعلومات لجعل ترتيبات المرور العابر أكثر كفاءةً ينبغي النظر فيها بعناية كما ينبغي بحث طرقٍ عملية لتنفيذ هذه التوصيات على الصعيد القطري.

6. The Commission, taking into account the recommendations put forward by the Expert Meeting on the Use of Information Technologies to make transit arrangements More Effective in its report TD/B/COM.3/5, agreed on the following specific recommendations:
٦- تحيط اللجنة علماً بالتوصيات التي تقدم بها اجتماع الخبراء المعني باستخدام تكنولوجيات المعلومات لجعل ترتيبات المرور العابر أكثر كفاءة في تقريره TD/B/COM.3/5، وتتفق على التوصيات المحددة التالية:

35. The two Expert Meetings on the Use of Information Technologies to make transit arrangements More Effective and on Telecommunications, Business Facilitation and Trade Efficiency had been successful and had resulted in practical recommendations which should be endorsed by the Commission.
٥٣- وقال إن اجتماع الخبراء المتعلق باستخدام تكنولوجيات المعلومات لجعل ترتيبات المرور العابر أكثر كفاءة واجتماع الخبراء المتعلق بالاتصالات وتيسير اﻷعمال التجارية والكفاءة في التجارة كانا ناجحين وأسفرا عن توصيات عملية ينبغي أن تقرها اللجنة.

The Expert Meeting will have before it for consideration document by the UNCTAD secretariat entitled " Use of information technologies to make transit arrangements more effective " TD/B/COM.3/EM.1/2.
٥ - وستُعرض على اجتماع الخبراء، وثيقة أعدتها اﻷمانة بعنوان " استخدام تكنولوجيات المعلومات لجعل ترتيبات المرور العابر أكثر كفاءة " TD/B/COM.3/EM.1/2)( لينظر فيها.

12. At the first session of the Commission, a decision was made to convene expert meetings, and in this context, the Expert Meeting on the Use of Information Technologies to make transit arrangements More Effective was held from 5 to 7 May 1997, while the Expert Meeting on Telecommunications, Business Facilitation and Trade Efficiency was held from 8 to 10 September 1997.
٢١- واتخذت اللجنة في دورتها اﻷولى قراراً بعقد اجتماعات للخبراء، وعقد في هذا الصدد، اجتماع الخبراء المعني باستخدام تكنولوجيات المعلومات لجعل ترتيبات المرور العابر أكثر كفاءة، في الفترة من ٥ إلى ٧ أيار/مايو ٧٩٩١، بينما عقد اجتماع الخبراء المعني بالاتصالات السلكية واللاسلكية وتيسير اﻷعمال التجارية والكفاءة في التجارة، في الفترة من ٨ إلى ٠١ أيلول/سبتمبر ٧٩٩١.

The topics were the following: recommendations on the use of information technologies to make transit arrangements more effective; recommendations on telecommunications, business facilitation and trade efficiency; new services for development; trade efficiency strategy; the legal dimension of the Trade Point programme; inter-institutional cooperation in trade efficiency; and trade efficiency assessment methodology.
وكانت المواضيع كالتالي: توصيات بشأن استخدام تكنولوجيات المعلومات لجعل ترتيبات المرور العابر أكثر كفاءة؛ توصيات بشأن الاتصالات وتيسير اﻷعمال التجارية والكفاءة في التجارة؛ الخدمات الجديدة من أجل التنمية؛ استراتيجية الكفاءة في التجارة؛ البعد القانوني لبرنامج النقاط التجارية؛ التعاون بين المؤسسات في الكفاءة في التجارة؛ ومنهجية تقييم الكفاءة في التجارة.

(i) Use of information technologies to make transit arrangements more effective: 7-9 April 1997; transit and transport facilitation issues should be considered from a technical point of view, in the broad context of trade and development, with special focus on the specific problems of land-locked and access-granting countries;

5. The Meeting believed that UNCTAD should, in cooperation with all other interested parties, work towards developing a transit module, in the context of ASYCUDA and ACIS, which would incorporate the structure of messaging systems outlined in the paper “Use of information technologies to make transit arrangements more effective” (TD/B/COM.3/EM.1/2 and Add.1).
