Accordingly, he strongly appeals to all States to ratify the Optional Protocol as soon as possible and to establish truly independent, effective and well-resourced national prevention mechanisms with the right to carry out unannounced visits to all places of detention at any time, to conduct private interviews with all detainees and to have them undergo a thorough, independent medical examinations.
ومن ثم فإنه يناشد بقوة، جميع البلدان أن تصدق على البروتوكول الاختياري بأسرع ما يمكن وأن تنشئ آليات وطنية تكون حقا مستقلة وفعالة ومزودة بموارد جيدة لمنع التعذيب، ولها الحق في أن تقوم بزيارات مفاجئة لجميع أماكن الاحتجاز في أي وقت، وأن تجري مقابلات شخصية مع جميع المحتجزين وأن تجري لهم فحوصات طبية مستقلة.

The Committee is satisfied that the Commission has sufficient opportunity to carry out unannounced visits to all places of detention within the State party and to make recommendations to the relevant authorities (art. 2).
