4. During the reporting period, KFOR continued to contribute to both the provision of a safe and secure environment and the full restoration of freedom of movement for all people in Kosovo.
4 - وواصلت قوة كوسوفو خلال الفترة المشمولة بالتقرير إسهامها في جهود توفير بيئة آمنة ومأمونة وسعيها إلى استعادةِ حرية التنقل كاملةً لجميع سكان كوسوفو.

The Mission should ensure transitional administration while establishing and overseeing the development of provisional democratic institutions of self-government, aimed at ensuring a peaceful and normal life for all inhabitants of Kosovo and Metohija.
وينبغي أن تكفل البعثة إدارة انتقالية بينما تنشئ مؤسسات حكم ذاتي ديمقراطية مؤقتة وتشرف على تطورها، بهدف تأمين الحياة السلمية والطبيعية لجميع سكان كوسوفو وميتوهيا.

136. The High Commissioner recommends the rapid deployment of United Nations police as the key step in guaranteeing respect for law and order and creating a safe environment for all inhabitants of Kosovo.

Instead of carrying out the Mission's mandate and ensuring a secure environment for all residents of Kosovo and Metohija and the rule of law in that Serbian province, the Special Representative of the Secretary-General of the United Nations and Head of UNMIK is taking sides in local issues, espousing causes that are often a direct violation of the rule of law.

4. The international security presence with substantial North Atlantic Treaty Organization participation must be deployed under unified command and control and authorized to establish a safe environment for all people in Kosovo and to facilitate the safe return to their homes of all displaced persons and refugees.
٤ - لا بد من نشر الوجود اﻷمني الدولي، الذي ستشارك فيه منظمة حلف شمال اﻷطلسي مشاركة ضخمة، تحت قيادة وسيطرة موحدين وتخويله تهيئة بيئة آمنة لجميع سكان كوسوفو وتيسير العودة اﻵمنة لجميع المشردين واللاجئين إلى ديارهم.

Moreover, the entire population of Kosovo and Metohija is entitled to territorial autonomy.
وهذا علاوة على أنه يحق لجميع سكان كوسوفو وميتوهيا الحكم الذاتي اﻹقليمي.

(b) Demilitarization and disarmament of all armed Albanian groups, in particular of the terrorist " Kosovo Liberation Army " (KLA), is the precondition for establishing secure conditions for all residents in Kosovo and Metohija, putting an end to the exodus of Serbs and other non-Albanians and for securing their safe return;

His Government remained committed to resolving all outstanding issues related to Kosovo in a spirit of compromise and wished to continue dialogue between Belgrade and Priština with a view to reaching lasting, sustainable and mutually acceptable solutions in full respect for and protection of the human rights of all inhabitants of Kosovo and Metohija.
وأكد أن حكومته ما زالت ملتزمة بحل جميع القضايا المعلّقة المتصلة بكوسوفو بروح من التوافق، وترغب في مواصلة الحوار بين بلغراد وبريشتينا بهدف التوصل إلى حلول دائمة ومستدامة ومقبولة من الطرفين في ظل الاحترام الكامل والحماية الكاملة لحقوق الإنسان لجميع سكان كوسوفو وميتوهيا.

إننا نحث بريشتينا وبلغراد على الانخراط في حوار بناء ومواجهة التحديات بغية تحسين مستوى الحياة لجميع سكان كوسوفو.

The Yugoslav authorities are making maximum efforts to improve the present situation on a legal basis, to eradicate terrorism and to preserve the territorial integrity of the country, in order to provide a normal environment for all the inhabitants of Kosovo and Metohija.
