The report of the Political Affairs Committee of the Parliamentary Assembly of the Council of Europe, dated 19 November 2004, declared that:

In December 1999, Azerbaijan introduced a new initiative in the Political Affairs Committee of the Parliamentary Assembly of the Council of Europe, stressing the importance of resolving the problem in accordance with the Geneva Conventions.
وفي كانون الأول/ديسمبر 1999، قدمت أذربيجان مبادرة جديدة إلى لجنة الشؤون السياسية التابعة للجمعية البرلمانية لمجلس أوروبا مشددة على أهمية حل المشكلة وفقاً لاتفاقيات جنيف.

85. In the 2004 report of the Political Affairs Committee of the Parliamentary Assembly of the Council of Europe concerning the conflict the situation was described as follows:

The Government would rule on the matter once it had received the report of the Committee on Political Affairs.

In the context of law enforcement, particularly in relation to trafficking in human beings, the Political Affairs Committee of the Parliamentary Assembly of the Council of Europe notes that organized criminals involved in these activities are able to benefit from the lack of contact and cooperation between the law enforcement agencies from both sides.

21. In the above-mentioned 2004 Report of the Political Affairs Committee of the Parliamentary Assembly of the Council of Europe concerning the conflict, it was further noted that: " Today, Armenia has soldiers stationed in the Nagorno-Karabakh region and the surrounding districts, people in the region have passports of Armenia, and the Armenian Government transfers large budgetary resources to this area " .
21 - وذكر أيضا في تقرير لجنة الشؤون السياسية التابعة للجمعية البرلمانية لمجلس أوروبا الصادر عام 2004 والمشار إليه أعلاه، ما يلي: " اليوم، لدى أرمينيا جنود يرابطون في منطقة ناغورنو - كاراباخ والمقاطعات المحيطة بها، ويوجد بحوزة الناس في المنطقة جوازات سفر أرمينية، وتقوم الحكومة الأرمينية بتحويل موارد هائلة من الميزانية إلى هذه المنطقة " ().

20. In 2009, the Political Affairs Committee of the Parliamentary Assembly of the Council of Europe (CoE PACE) regretted that capital executions can still be carried out in Belarus, despite the reduction of the categories of crimes for which they can be inflicted, a decrease in the number of death sentences handed down in such cases and the fact that no executions have been carried out since February 2008.
20- أعربت لجنة الشؤون السياسية التابعة للجمعية البرلمانية لمجلس أوروبا في عام 2009 عن أسفها لأن تنفيذ أحكام الإعدام لا يزال ممكناً في بيلاروس، رغم تقليص فئة الجرائم التي يُعاقب عليها بالإعدام، وتراجع عدد الأحكام بالإعدام الصادرة في هذه القضايا، والتوقف عن تنفيذ أي حكم بالإعدام منذ شباط/فبراير 2008(33).

16. In the report of the Political Affairs Committee of the Parliamentary Assembly of the Council of Europe concerning " The Conflict over the Nagorno-Karabakh Region Dealt with by the OSCE Minsk Conference " , dated 29 November 2004, it was emphasized that: " Armenians from Armenia had participated in the armed fighting over the Nagorno-Karabakh region besides local Armenians from within Azerbaijan " .
16 - وجرى التأكيد في تقرير لجنة الشؤون السياسية التابعة للجمعية البرلمانية لمجلس أوروبا بشأن " النزاع على منطقة ناغورنو - كاراباخ الذي تناوله مؤتمر مينسك الذي عقدته منظمة الأمن والتعاون في أوروبا " ، المؤرخ 29 تشرين الثاني/نوفمبر 2004، على ما يلي: " شارك أرمينيون من أرمينيا في القتال المسلح الذي نشب بشأن منطقة ناغورنو - كاراباخ، إلى جانب أرمينيين محليين من داخل أذربيجان " ().
