32. The Decree of the French Community Commission of the Brussels-Capital Region of 4 March 1999 on the social and professional integration of persons with disabilities applies to all persons with disabilities, regardless of age.

49. The concept of reasonable accommodation is defined in the French Community Commission Decree of 9 July 2010 on combating certain forms of discrimination and implementing the principle of equal treatment.

For example, under the French Community Commission Decree of 4 March 1999, functional rehabilitation centres must offer persons with disabilities comprehensive physical, psychological and social care.

175. Various measures have been taken to promote deaf culture. For example, the Flemish Government has recognized Flemish sign language as the language of a specific community in Flanders and Brussels, while the French Community Commission has accredited and subsidized the Brussels sign language interpreting service.
175- وفيما يرتبط بالنهوض بثقافة الصم، اتخذت تدابير مختلفة من بينها بوجه خاص اعتراف الحكومة الفلمنكية بلغة الإشارة الفلمنكية() كلغة تخص جماعة معينة في فلندرا وفي بروكسل فضلاً عن الاعتراف بدائرة خدمات الترجمة الفورية للصم في بروكسل وإمدادها بالإعانات المالية من جانب لجنة المجتمع المحلي الفرنسي.

9. Article 1 (6) of the French Community Commission Decree of 22 October 2009 defines disability as " social disadvantage resulting from a deficiency or incapacity that limits or prevents the fulfilment of a role usual for a person's age and sex, as well as in relation to social and cultural factors " .
9- وتعرّف الإعاقة في المادة 1(6) من المرسوم الصادر عن لجنة المجتمع المحلي الفرنسي في 22 تشرين الأول/أكتوبر 2009 على النحو التالي: " الضرر الاجتماعي الناجم عن حالة قصور أو عجز تحد من إنجاز مهمة اعتيادية بالنسبة إلى السن والجنس والعوامل الاجتماعية والثقافية أو تحول دون إنجازها " .

The Board of the French Community Commission in its Decree of 4 March 1999 provided that officials of the Brussels French-speaking Service for Persons with Disabilities may, in performing their duties, carry out any checks or investigations and gather any information they deem necessary and prepare reports thereon; their findings are considered authoritative in the absence of evidence to the contrary.

The French Community Commission Decree of 4 March 1999 provides for the Brussels French-speaking Service for Persons with Disabilities and, more specifically, its multidisciplinary team, to establish, supplement or modify comprehensive processes for the social and professional integration of persons with disabilities, in cooperation with those persons and/or their legal representatives.
فمن جهة، تنص لجنة المجتمع المحلي الفرنسي في المرسوم الصادر عنها في 4 آذار/مارس 1999 على أن تتولى دائرة خدمات منطقة بروكسل الناطقة بالفرنسية للأشخاص ذوي الإعاقة وبالتحديد الفريق المتعدد التخصصات التابع لها إرساء العملية الشاملة لإدماج الشخص المعوق من الناحيتين الاجتماعية والمهنية أو استكمالها أو تغييرها بالتشاور مع الشخص المعوق و/أو الممثل القانوني له.

40. The French Community Commission, specifically the Brussels French-speaking Service for Persons with Disabilities, is responsible for providing information to persons with disabilities and building public awareness (pursuant to article 3 of the Decree of the French Community Commission of the Brussels-Capital Region of 4 March 1999 on the social and professional integration of persons with disabilities).

For the French-speaking community of Brussels, the French Community Commission expressly specifies in its definition of support services that the remit of the service providers is to help persons with disabilities to maintain or gain their independence through personalized support for day-to-day living activities (in the Decree of 4 March 1999 on the social and professional integration of persons with disabilities).
