The International Centre for Human Rights and Democratic Development noted the recent international developments to combat impunity, such as the adoption of the Rome Statute of the International Criminal Court and the decisions and judgements of the International Criminal Tribunals for the Former Yugoslavia and Rwanda.

With a financial contribution from the Department of Foreign Affairs and International Trade's Human Security and Peace-building Program, the International Centre for Human Rights and Democratic Development (Rights and Democracy) and the International Centre for Criminal Law Reform and Criminal Justice Policy recently launched an implementation manual for the Court.

To this end, the International Centre for Human Rights and Democratic Development expressed its support for either the appointment of a special rapporteur on impunity or the establishment of a working group to collect and report on all violations of human rights with a view to ensuring a coherent, holistic and global approach to combating impunity, including the question of impunity for violations of women's rights.
وتحقيقا لذلك، أبدى المركز الدولي لحقوق الإنسان والتنمية الديمقراطية تأييده إما لتعيين مقرر خاص يعنى بمسألة الإفلات من العقاب أو لإنشاء فريق عامل يقوم بجمع المعلومات ويقدم التقارير عن جميع انتهاكات حقوق الإنسان، وذلك بغية وضع نهج متسق وشامل وعالمي لمكافحة الإفلات من العقاب، بما في ذلك مسألة الإفلات من العقاب على انتهاك حقوق المرأة.
