More recently, resolutions adopted on “Human rights and terrorism” in the Sub-Commission and Commission on Human Rights have expressed concern about the “gross violations of human rights perpetrated by terrorist groups”.
ومؤخرا، أعربت القرارات التي اعتمدت بشأن " حقوق اﻹنسان واﻹرهاب " في اللجنة الفرعية ولجنة حقوق اﻹنسان عن القلق بشأن " الانتهاكات الجسيمة لحقوق اﻹنسان التي ترتكبها الجماعات اﻹرهابية " )٣١(.

5. If the Commission on Human Rights and the General Assembly unanimously adopt resolutions which express deep concern at " the gross violations of human rights perpetrated by terrorist groups " , human rights mechanisms operating under the United Nations have no alternative but to stick to the fact that terrorist groups indeed violate human rights.
٥- وإذا اعتمدت لجنة حقوق اﻹنسان والجمعية العامة باﻹجماع قرارات تعبر عن القلق الشديد إزاء " الانتهاكات الفاحشة لحقوق اﻹنسان التي ترتكبها الجماعات اﻹرهابية " ، فإن آلية حقوق اﻹنسان العاملة في ظل اﻷمم المتحدة لا يبقى لها خيار سوى التمسك بحقيقة كون الجماعات اﻹرهابية تنتهك حقوق اﻹنسان فعلا.

Various bodies had pronounced themselves on that subject: the Inter-American Commission on Human Rights, the Subcommission on Prevention of Discrimination and Protection of Minorities of the Commission on Human Rights and the Ministers for Foreign Affairs of the Movement of Non-Aligned States had reiterated their grave concern at the continuing acts of terrorism and the grave violations of human rights perpetrated by terrorist groups.
وقد عبرت هيئات مختلفة عن رأيها حول هذا الموضوع: فلجنة حقوق اﻹنسان للبلدان اﻷمريكية واللجنة الفرعية لمنع التمييز وحماية اﻷقليات التابعة للجنة حقوق اﻹنسان ووزراء خارجية حركة دول عدم الانحياز كررت إعرابها عن قلقها العميق إزاء استمرار أعمال اﻹرهاب والانتهاكات الجسيمة لحقوق اﻹنسان التي ترتكبها الجماعات اﻹرهابية.

In fact, while the provisions of these resolutions essentially derive from provisions embodied in previous resolutions that condemn all forms of terrorism and focus on the obvious link between terrorism and human rights violations, attention is drawn to a preambular paragraph, which they all contain, that refers expressly to the serious concern of the General Assembly “at the gross violations of human rights perpetrated by terrorist groups”.
ففي حين أن أحكام هذه القرارات مستمدة أساسا من أحكام واردة في قرارات سابقة تدين جميع أشكال اﻹرهاب وتركز على الصلة الواضحة بين اﻹرهاب وانتهاكات حقوق اﻹنسان، ينبغي توجيه النظر إلى فقرة في الديباجة تتضمنها هذه القرارات كافة وتشير صراحة إلى ما يساور الجمعية العامة من قلق شديد " إزاء الانتهاكات الفاحشة لحقوق اﻹنسان التي ترتكبها الجماعات اﻹرهابية " .
