This programme, as described below, has been engaged since 1955 in assisting States, at their request, in the building and strengthening of national structures that have a direct impact on the overall observance of human rights and the maintenance of the rule of law.
وقد بدأ هذا البرنامج، الذي يرد وصفه أدناه، منذ عام ١٩٥٥ في مساعدة الدول، بناء على طلبها، في بناء وتقوية الهياكل الوطنية التي لها أثر مباشر على المراعاة الشاملة لحقوق اﻹنسان والحفاظ على سيادة القانون.

The World Conference recommended the establishment of a comprehensive programme within the United Nations to help States in the task of building and strengthening national structures which had a direct impact on the overall observance of human rights and the maintenance of the rule of law.
٨٥ - وأوصى المؤتمر العالمي بوضع برنامج شامل في إطار اﻷمم المتحدة بغية مساعدة الدول في مهمة بناء وتقوية الهياكل الوطنية التي لها أثر مباشر على المراعاة الشاملة لحقوق اﻹنسان والحفاظ على سيادة القانون.

In that context the World Conference strongly recommended that a comprehensive programme be established within the United Nations in order to help States in the task of building and strengthening adequate national structures that have a direct impact on the overall observance of human rights and the maintenance of the rule of law.
وأوصى المؤتمر العالمي في هذا السياق بشدة بأن يوضع برنامج شامل في إطار اﻷمم المتحدة لمساعدة الدول على القيام بمهمة بناء وتعزيز الهياكل الوطنية الملائمة التي لها أثر مباشر على المراعاة العامة لحقوق اﻹنسان والحفاظ على حكم القانون.

وإذ تشير أيضا إلى توصية المؤتمر العالمي لحقوق اﻹنسان التي تقضي بوضع برنامج شامل داخل اﻷمم المتحدة وبتنسيق مع مركز حقوق اﻹنسان بغية مساعدة الدول في مهمة بناء وتقوية الهياكل الوطنية الخاصة التي يكون لها أثر مباشر على المراعاة الشاملة لحقوق اﻹنسان والحفاظ على سيادة القانون،

8. Strongly recommends, in this context, that the establishment of a comprehensive programme within the system of advisory services and technical assistance be considered, in order to help States in the task of building and strengthening adequate national structures which have a direct impact on the overall observance of human rights and the maintenance of the rule of law;
٨- توصي بقوة، في هذا السياق، بالنظر في إنشاء برنامج شامل في إطار نظام الخدمات الاستشارية والمساعدة التقنية من أجل مساعدة الدول في مهمة بناء وتقوية الهياكل الوطنية المناسبة التي يكون لها اثر مباشر على المراعاة الشاملة لحقوق اﻹنسان والحفاظ على سيادة القانون؛

Endorses the recommendation of the World Conference on Human Rights that a comprehensive programme be established within the United Nations and under the coordination of the Centre for Human Rights of the Secretariat, with a view to helping States in the task of building and strengthening adequate national structures which have a direct impact on the overall observance of human rights and the maintenance of the rule of law; 5/
١ - تؤيد توصية المؤتمر العالمي لحقوق اﻹنسان بوضع برنامج شامــل داخل اﻷمــم المتحدة وبتنسيق من مركز حقوق اﻹنسان التابع لﻷمانة العامة، بغية مساعدة الدول في مهمـة بنــاء وتقويــة الهياكــل الوطنيـة الخاصة التـي يكون لهـا أثـر مباشـر علـى المراعـاة الشاملة لحقوق اﻹنسان والحفاظ علــى سيــادة القانون)٥(؛
