Romania referred to the comprehensive legal and institutional framework for the protection of the rights of persons belonging to national minorities, including ensuring teaching of and in minorities' languages.

19- أرسلت مفوضية الأمم المتحدة السامية لحقوق الإنسان مذكّرة شفوية إلى كلّ الدول الأعضاء في الأمم المتحدة والدول التي لها صفة المراقب، تلتمس منها المعلومات حول أفضل الطرق لحماية حقوق الأشخاص المنتمين إلى الأقليات في ضوء قرار اللجنة 2002/57 وغيره.

Mr. Vladimir Kartashkin, member of the Working Group, explained that when the United Nations was founded the prevailing view was that if individual human rights were properly protected there was no need for special provisions to protect the rights of persons belonging to minorities.
31- تكلم السيد فلاديمير كارتاشكين، عضو الفريق العامل، فأوضح أن الرأي الذي كان سائداً وقت إنشاء الأمم المتحدة هو أن حماية حقوق الإنسان الفردية على الوجه السليم تعني الاستغناء عن وضع أحكام خاصة لحماية حقوق الأشخاص المنتمين إلى أقليات.

15. To request the High Commissioner, when inviting Governments and relevant intergovernmental and nongovernmental organizations to submit their views on how best to protect the rights of persons belonging to minorities, to also request their views on the possible drafting of a convention on the rights of minorities.
15- أن تطلب من المفوضية، عند دعوة الحكومات والمنظمات الحكومية الدولية والمنظمات غير الحكومية المعنية إلى تقديم آرائها عن أفضل وسيلة لحماية حقوق الأشخاص المنتمين إلى الأقليات، أن تفيدها أيضا برأيها عن إمكانية وضع اتفاقية بشأن حقوق الأقليات.

6. The Working Group strongly supports the request by the Commission to the High Commissioner to invite Governments and relevant intergovernmental and non-governmental organizations to submit their views on how best to protect the rights of persons belonging to minorities (2002/57, para. 15).

20. Civil society should make more effective use of existing international mechanisms to protect the rights of persons belonging to ethnic minorities, including the Commission on Human Rights and United Nations treaty bodies.

7- عملاً بقرار لجنة حقوق الإنسان 2001/55، أرسلت المفوضة السامية لحقوق الإنسان مذكرة شفوية إلى الدول الأعضاء في الأمم المتحدة والدول التي تتمتع بمركز المراقب، فضلاً عن المنظمات الحكومية الدولية وعدة منظمات غير حكومية ذات مركز استشاري لدى المجلس الاقتصادي والاجتماعي تطلب فيها معلومات عن أفضل طريقة لحماية حقوق الأشخاص المنتمين إلى أقليات.

22- واضافة إلى ذلك، أحالت المفوضة السامية لحقوق الإنسان مذكرة شفوية إلى جميع الدول الأعضاء في الأمم المتحدة والدول التي لها مركز المراقب، فضلاً عن بعض المنظمات الحكومية الدولية وعدة منظمات غير حكومية ممن تتمتع بمركز استشاري لدى المجلس الاقتصادي والاجتماعي تلتمس فيها معلومات عن أفضل الطرق لحماية حقوق الأشخاص المنتمين إلى أقليات، في ضوء جملة أمور منها قرار اللجنة 2001/55.
