To discuss the peace proposals of the United Nations on Afghanistan, the Supreme Council of the Islamic State of Afghanistan convened a meeting under the chairmanship of H.E. Burhanuddin Rabbani, President of the Islamic State of Afghanistan on 1 November 1994.
بغية مناقشة المقترحات السلمية التي قدمتها اﻷمم المتحدة بشأن أفغانستان، دعا المجلس اﻷعلى لدولة أفغانستان اﻹسلامية إلى عقد اجتماع يوم ١ تشرين الثاني/نوفمبر ١٩٩٤ برئاسة فخامة برهان الدين رباني رئيس دولة أفغانستان اﻹسلامية.

On 21 February 1994, settlements in the Shurabad region of the Republic of Tajikistan - the villages of Paruar, Sarigor, Sary-Chashma and Anzhirobi Bolo - were subjected to rocket fire from the territory of Shahr-i-Buzurg district, Badakhshan province, Islamic State of Afghanistan.

6. Firmly announces that all foreign military recruits to be captured by the armed forces of the Islamic State of Afghanistan will be considered as criminals and would be directed to the security authorities of the State for prosecution and punishment in accordance with Afghanistan's criminal code of 1976, which prescribes severe punishment against those who are committing crimes against the internal and external security of the State;
٦ - تعلن بصورة مؤكدة أن جميع المجندين العسكريين اﻷجانب الذين ستقبض عليهم القوات المسلحة لدولة أفغانستان اﻹسلامية سيعتبرون مجرمين وسيسلمون إلى السلطات اﻷمنية للدولة لمقاضاتهم ومعاقبتهم وفقا للقانون الجنائي ﻷفغانستان لعام ١٩٧٦، الذي ينص على إنزال عقوبات جسيمة بمن يرتكبون جرائم تخل باﻷمن الداخلي أو الخارجي للدولة؛
