Within the United Nations family, the new institutional arrangements whereby my Deputy Special Representative for Governance and Stabilization also serves as Humanitarian Coordinator have significantly contributed to stronger links between UNAMSIL, the Office for the Coordination of Humanitarian Affairs, United Nations agencies and non-governmental organizations providing humanitarian assistance.

The Committee was informed that the Deputy Special Representative of the Secretary-General for Governance and Stabilization is the Resident Representative of the United Nations Development Programme (UNDP), who is currently at the D-2 level.

In this connection, the Committee recommends that a review be made of the structural arrangement of the functions of the Office of the Deputy Special Representative for Governance and Stabilization and those of policy planning, human rights and mine action with a view to streamlining and avoiding duplication.
وفي هذا الصدد توصي اللجنة بإجراء استعراض للترتيب الهيكلي لمهام مكتب نائب الممثل الخاص لشؤون الحكم وتحقيق الاستقرار ولمهام تخطيط السياسات وحقوق الإنسان والأعمال المتعلقة بالألغام بغية تحقيق الاتساق وتفادي الازدواج فيما بينها.

The incumbent would also carry out liaison with other actors involved in the disarmament, demobilization and reintegration process, in particular the World Bank, and prepare periodic reports and briefings for the Deputy Special Representative of the Secretary-General for Governance and Stabilization on the status and progress of the disarmament, demobilization and reintegration programme.
وسيقوم شاغل الوظيفة كذلك بالاتصال بالأطراف الفاعلة الأخرى المشاركة في عملية نزع السلاح والتسريح وإعادة الإدماج، وبخاصة البنك الدولي، وبإعداد تقارير وإحاطات مرحلية عن حالة البرنامج ومدى التقدم المحرز في تنفيذه إلى نائب الممثل الخاص للأمين العام لشؤون الحكم وتحقيق الاستقرار.

6. The Committee points out that some policy and planning functions of the Office for Policy and Planning may run in parallel with, or may even duplicate those of, the Office of the Deputy Special Representative of the Secretary-General for Governance and Stabilization.

35. The Human Rights Section was active in the integrated reporting process within UNAMSIL, both in Freetown and in the provinces, and contributed inputs on human rights and the rule of law to the National Recovery Strategy for Sierra Leone through the Office of the Deputy Special Representative of the Secretary-General for Governance and Stabilization.
35- وقد نشط قسم حقوق الإنسان في عملية تقديم التقارير الموحّدة في إطار البعثة، في كل من فريتاون والأقاليم، وقدّم إسهامات بخصوص حقوق الإنسان وسيادة القانون إلى الاستراتيجية الوطنية للإنعاش في سيراليون من خلال مكتب نائب الممثل الخاص للأمين العام لشؤون الحكم وتحقيق الاستقرار.

The Deputy Special Representative of the Secretary-General for Governance and Stabilization would be supported in the exercise of his/her duties by five international (three Professional and two General Service) and two local staff as follows:

37. The Committee stresses that for the coordination envisaged in the report of the Security Council mission (S/2000/992) to work well and be effective, all actors in Sierra Leone must be willing to accept the coordinating role of the Deputy Special Representative of the Secretary-General for Governance and Stabilization.
37 - وتشدد اللجنة على أنه لكي يتحقق على الوجه السليم التنسيق المشــار إليـــه في تقرير بعثة مجلس الأمن (S/2000/992) ويكون فعالا، يجب أن تكون جميع الأطراف الفاعلة في سيراليون مستعدة لقبول الدور التنسيقي الذي يضطلع به نائب الممثل الخاص للأمين العام لشؤون الحكم وتحقيق الاستقرار.

40. The Committee points out that some policy planning functions of the Office for Policy and Planning (see A/55/805, para. 27 (g)) may run in parallel with, or may even duplicate those of the Office of the Deputy Special Representative of the Secretary-General for Governance and Stabilization.
40 - وتشير اللجنة إلى أن الاضطلاع ببعض مهام تخطيط السياسات في مكتب السياسات والتخطيط (انظر A/55/805، الفقرة 27 (ز)) قد يتوازى، بل وقد يشكل ازدواجا، مع مهام مكتب نائب الممثل الخاص للأمين العام لشؤون الحكم وتحقيق الاستقرار.

(ii) Demobilization Officers (two P-4 posts). The incumbents would assist the Chief of the Disarmament, Demobilization and Reintegration Management Unit and Senior Adviser to the Deputy Special Representative of the Secretary-General for Governance and Stabilization in the day-to-day support for the disarmament, demobilization and reintegration programme and coordinate UNAMSIL efforts for the field sites and activities.

Accordingly, the post of Deputy Special Representative of the Secretary-General for Operations and Management was downgraded from the Assistant Secretary-General level to the D-2 level, for the Chief Administrative Officer (see A/57/772/Add.3, para. 23); therefore, the only remaining Assistant Secretary-General post in the Mission is that of the Deputy Special Representative of the Secretary-General for Governance and Stabilization.
وتبعا لذلك فقد تم خفض مستوى وظيفة الأمين العام المساعد التي كان يشغلها نائب الممثل الخاص للأمين العام لشؤون العمليات والإدارة من رتبة الأمين العام المساعد إلى الرتبة مد - 2 ليشغلها كبير الموظفين الإداريين (A/57/772/Add.3) ولذلك فإن الوظيفة الوحيدة المتبقية من رتبة الأمين العام المساعد للبعثة هي وظيفة نائب الممثل الخاص للأمين العام لشؤون الحكم وتحقيق الاستقرار.
