8. Many delegations shared the view that the total elimination of nuclear weapons is the only absolute guarantee for NSAs.

These States continue to feel threatened in the absence of a legally binding instrument for negative security guarantees.

According to the present formulation of the NSA, the nuclear-weapon powers would be free to use nuclear weapons against any non-nuclear-weapon state in case of an attack on them or their allies, carried out or sustained in association with a nuclear-weapon state.
وحسب الصيغة الحالية لضمانات الأمن السلبية فإن الدول الحائزة للأسلحة النووية ستكون حرة في استخدام الأسلحة النووية ضد أي دولة غير حائزة لها في حالة شنّ هجوم عليها أو على حلفائها، يتم أو يدعم بالاشتراك مع دولة حائزة لأسلحة نووية.
