In 1983, the Committee for the United Nations Decade for Women had been established, chaired by the Minister of Justice and with the participation of non-governmental organizations, for the purpose of identifying problems and making recommendations for the improvement of the status of women.

In resolution 34/180, in which the General Assembly adopted the Convention, the Assembly expressed the hope that the Convention would come into force at an early date and requested the Secretary-General to present the text of the Convention to the mid-decade World Conference of the United Nations Decade for Women.
