The United Nations Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities, establishes in article 4(3) that States should take appropriate measures so that, wherever possible, persons belonging to minorities may have adequate opportunities to learn their mother tongue or to have instruction in their mother tongue.

The Committee further recommends, given the reported considerable number of persons belonging to the Amazigh community, that the State party consider adopting measures ensuring that Amazigh persons have adequate opportunities to learn their mother tongue or to have instruction in their mother tongue, that their access to media be facilitated and that they be granted the right to use their language in their relationship with the administration.
وتوصي اللجنة الدولة الطرف كذلك، نظراً إلى ما أُفيد به من وجود عدد كبير من الأشخاص المنتمين إلى جماعة الأمازيغ، بأن تتخذ تدابير تضمن إتاحة فرص ملائمة للأمازيغ كي يتعلموا لغتهم الأم أو كي يحصلوا على التعليم بلغتهم الأم، وتيسر إمكانية وصولهم إلى وسائط الإعلام، وتمنحهم حق استخدام لغتهم في تعاملهم مع دوائر الدولة.

The Committee further recommends, given the reported considerable number of persons belonging to the Amazigh community, that the State party consider adopting measures ensuring that Amazigh persons have adequate opportunities to learn their mother tongue or to have instruction in their mother tongue, that their access to media be facilitated, and that they be granted the right to use their language in their relationship with the administration.

16. The Joint Expert Group also considered the Recommendations of the United Nations Forum on Minority Issues: the right to education (December 2008), notably the recommendation to the effect that " States should take appropriate measures so that, wherever possible, persons belonging to minorities may have adequate opportunities to learn their mother tongue or to have instruction in their mother tongue.
