Along with other Central African States members of the Advisory Committee, the Central African Republic also adhered to the Code of Conduct for the Defence and Security Forces in Central Africa.

In the area of security sector reform, for example, member States concluded and adopted their draft Code of Conduct for the Defence and Security Forces in Central Africa, demonstrating the commitment of the 11 countries in the subregion to a set of principles guaranteeing the good governance of those forces.

The Regional Centre also maintained cooperation with ECCAS, and the two institutions consulted intensively on the implementation of the São Tomé initiative, which called for the adoption of a legally binding instrument for the control of small arms and light weapons and the adoption of a code of conduct for defence and security forces in Central Africa.

43. Efforts are still needed at the institutional level regarding cooperation with the justice system and public relations. In that connection, the launch on 5 December 2012 of the programme on democratic and civil oversight of the defence and security forces in Guinea is a promising start.
43- على أن الأمر لا يزال يتطلب بذل جهود على المستوى المؤسسي فيما يتعلق بالتعاون مع قطاع العدالة وبشأن العلاقات مع السكان؛ ومما يبشر بالخير في هذا الصدد بدء تنفيذ برنامج " المراقبة الديمقراطية والمدنية لقوات الدفاع والأمن في غينيا " في 5 كانون الأول/ديسمبر 2012.
