I should like to remind delegations that under Article 19 of the Charter a member of the United Nations which is in arrears in payment of its financial contributions to the Organization shall have no vote in the General Assembly if the amount of its arrears equals or exceeds the amount of the contributions due from it for the preceding two full years.
وأود تذكير الوفود بأن المادة ١٩ من الميثاق تنص على أن عضو اﻷمم المتحـدة الــذي يتأخر عن تسديد اشتراكاته المالية في الهيئة لن يكون له حق التصويت في الجمعية العامة إذا كان المتأخر عليه مساويا لقيمة الاشتراكات المستحقة عليـه فـي السنتين الكاملتين السابقتين أو زائدا عنها.

Faced with such a situation, my country, in spite of its repeated attempts to meet its financial commitments, finds itself on the point of coming under Article 19 of the United Nations Charter, which provides that any Member the amount of whose arrears equals or exceeds the amount of the contributions due from it for the preceding two full years, shall be deprived of its vote in the General Assembly.
وأمام وضع كهذا فإن بلادي ورغم محاولاتها المتكررة من أجل الوفاء بالتزاماتها المالية، تجد نفسها أمام الخضوع ﻷحكام المادة ١٩ من ميثاق اﻷمم المتحدة والتي تقضي بحرمان العضو من حق التصويت في الجمعية العامة اذا كان المتأخر عليه مساويا لقيمة الاشتراكات المستحقة عليه للسنتين الكاملتين السابقتين.
