The Commission also decided that the sessions of the Preparatory Committee scheduled in 2000 and 2001 will be headed by the same bureau composed of 10 members, i.e. 2 representatives per regional group, in order to ensure continuity and the adequate representation of all Member States of the United Nations.

Moreover, such a treaty must be negotiated in the Conference and nowhere else, since the Conference is the sole multilateral negotiating body in the field of disarmament. Such a treaty must be negotiated through a comprehensive and balanced programme of work that takes into account the security interests of all Member States without giving preferential treatment to any of the four core issues on the agenda at the expense of the others.
