Background: In an effort to make the Convention process more efficient and effective, the Executive Secretary put forward a number of proposals for consideration by the SBI at its tenth session (FCCC/SBI/1999/2, section II). The topics flagged for consideration and advice by the SBI were as follows:

The same decision required that the RDP be evaluated together with the national communication submitted under the Kyoto Protocol and requested the secretariat to prepare a synthesis report of RDPs for consideration by the SBI at its first session in 2006.
