At the ACP Trade Ministers Meeting in November 2001, the Secretary-General of UNCTAD had announced support for the ACP States in respect of analysis of preferential regimes; concurrent trade negotiations in the WTO, ACP-EU and subregions; and support for subregional secretariats.

The eleventh session of UNCTAD had provided a forum for upholding and safeguarding an open, equitable, rule-based, predictable and non-discriminatory multilateral trading system and facilitated consensus on the international trading system in respect of development convergence and solidarity and in accordance with the São Paulo Consensus.
