The parties, led respectively by Prime Minister Ivica Dačić and Prime Minister Hashim Thaçi, met in Brussels on 27 January, 12 February and 31 March, together with the High Representative of the European Union for Foreign Affairs and Security Policy, Catherine Ashton.

Following those meetings, on 14 April, the President wrote a letter to the High Representative of the European Union for Foreign Affairs and Security Policy, in which she expressed her support for the continued presence of EULEX in Kosovo until 15 June 2016.

3. On 19 October, a new phase was launched in the European Union-mediated dialogue between Belgrade and Pristina, with the convening of the first high-level meeting in Brussels between Prime Ministers Ivica Dačić and Hashim Thaçi, under the auspices of Catherine Ashton, High Representative of the European Union for Foreign Affairs and Security Policy.

I have therefore written on 24 June, to the High Representative of the European Union for Foreign Affairs and Security Policy, stressing that, following the advisory opinion of the International Court of Justice, the United Nations stands ready to cooperate and coordinate closely with the European Union, which has a vital role in promoting a dialogue aimed at addressing issues of common concern between Belgrade and Pristina.

9. On 4 September, the High Representative of the European Union for Foreign Affairs and Security Policy responded positively to an invitation letter from the Kosovo leadership on the continued presence of EULEX under its current mandate until 14 June 2014. The response and invitation letters were ratified as an international agreement by the Assembly of Kosovo on 7 September.

As to the " elections " of 23 May 2010 in Nagorno-Karabakh, " the Ministry ... call[ed] attention to the statement of the High Representative of the European Union for Foreign Affairs and Security Policy, Catherine Ashton, of 21 May 2010, underlining that the European Union does not recognise the constitutional and legal framework within which the `parliamentary elections' in Nagorno-Karabakh were held " .

11. Following an exchange of letters with the High Representative of the European Union for Foreign Affairs and Security Policy, the Secretary-General has indicated to the European Union that the United Nations is ready to provide assistance in the European Union-facilitated dialogue process between Belgrade and Pristina called for by the General Assembly in its resolution 64/298.
11 - وفي أعقاب تبادل رسائل مع الممثل السامي للاتحاد الأوروبي للشؤون الخارجية وسياسات الأمن، فقد أوضح الأمين العام للاتحاد الأوروبي أن الأمم المتحدة على استعداد لتقديم المساعدة في عملية الحوار التي يتولى الاتحاد الأوروبي تيسيرها بين بلغراد وبرستينا على نحو ما دعت إليه الجمعية العامة في قرارها 64/298.

The High Representative of the European Union for Foreign Affairs and Security Policy, Catherine Ashton, stated on 21 May 2010 that " the European Union does not recognize the constitutional and legal framework within which the `parliamentary elections' in Nagorno Karabakh will be held this Sunday " and that " [t]his event should not prejudice the peaceful settlement of the Nagorno-Karabakh conflict " .
وذكرت الممثلة السامية للاتحاد الأوروبي للشؤون الخارجية والسياسات الأمنية كاثرين آشتون، في 21 أيار/مايو 2010 أن " الاتحاد الأوروبي لا يعترف بالإطار الدستوري والقانوني للانتخابات البرلمانية التي ستجرى يوم الأحد في ناغورنو كاراباخ وأن هذا الحدث يجب ألاّ يَضرَّ بالتسوية السياسية للنزاع حول ناغورنو كاراباخ " ().

The Federal Foreign Office of Germany stated on 19 July 2012 that " the Federal Government does not recognize any Nagorno-Karabakh Republic, its representatives and elections held there " and that this constitutes the position of the European Union expressed by the High Representative of the European Union for Foreign Affairs and Security Policy, Catherine Ashton.
وذكرت وزارة الخارجية الاتحادية لألمانيا في 19 تموز/يوليه 2012 أن " الحكومة الاتحادية لا تعترف بجمهورية ناغورني - كاراباخ ولا بممثليها ولا بالانتخابات التي أجريت فيها " وأن هذا يشكل موقف الاتحاد الأوروبي الذي أعربت عنه كاثرين آشتون، الممثلة السامية للاتحاد الأوروبي للشؤون الخارجية والسياسات الأمنية().
