41- وتكرر اللجنة أن الدول التي صدقت على الاتفاقية أو انضمت إليها تظل في جميع الأحوال مسؤولة عن كفالة التنفيذ الكامل للاتفاقية في جميع أنحاء الأقاليم الخاضعة لولايتها.

The Committee notes that the devolved administrations have introduced some legal reforms to ensure compatibility with the Convention such as ensuring that the education system in Scotland complies with article 12 and that corporal punishment in the day-care system in Wales is prohibited, but remains concerned that the State party does not ensure that its legislation is compatible with the Convention throughout its territory.
وتلاحظ اللجنة أن الإدارات المخوّلة أجرت بعض الإصلاحات القانونية لضمان تماشيها مع الاتفاقية مثل ضمان تقيد النظام التعليمي في اسكتلندا بالمادة 12 ومنع العقوبة البدنية في نظام الرعاية اليومية في وويلز، لكن القلق لا يزال يساورها لأن الدولة الطرف لا تكفل مطابقة تشريعاتها للاتفاقية في جميع أنحاء إقليمها.

These Consultations, of which the Ministerial Meeting is a part, are helping to show how strong and relevant the 1951 Convention still is and should help all those concerned with refugee protection to find ways to tackle both new and old challenges and to strengthen respect for the Convention throughout the world.

163. 67. Mr. Akinsanya (Nigeria) said that his country’s institutional and legislative machinery was being improved to ensure effective implementation of the Convention throughout the country.
٦٧ - السيد أكينسانيا )نيجيريا(: قال إنه يجري تحسين اﻷجهزة المؤسسية والتشريعية في بلده لضمان التنفيذ الفعال للاتفاقية في جميع أنحاء البلد.

321. The Committee recommends that the State party promote uniformity of norms and results in the implementation of the Convention throughout the country through effective coordination and the establishment of mechanisms to ensure the full implementation of the Convention by all regional and local authorities and institutions.
321 - واللجنة توصي الدولة الطرف بأن تعزز توحيد المعايير المعمول بها والنتائج المنشودة عند تنفيذها للاتفاقية في جميع أنحاء البلد وذلك، من خلال التنسيق الفعال وإنشاء آليات تكفل قيام جميع السلطات والمؤسسات الإقليمية والمحلية بتنفيذ الاتفاقية تنفيذا تاما.

556. The Committee recommends to the State party that it guarantee uniformity of results in the full implementation of the Convention throughout the entire country, through effective coordination and the establishment of a mechanism to monitor consistent compliance with the provisions of the Convention at all levels.
556- وتوصي اللجنة الدولة الطرف بضرورة ضمان اتساق النتائج عند التنفيذ الكامل للاتفاقية في جميع أنحاء البلد، وذلك عن طريق التنسيق الفعال وإنشاء آلية لرصد الامتثال المتسق لأحكام الاتفاقية على جميع المستويات.

11. The Committee recommends to the State party that it guarantee uniformity of results in the full implementation of the Convention throughout the entire country, through effective coordination and the establishment of a mechanism to monitor consistent compliance with the provisions of the Convention at all levels.
11 - وتوصي اللجنة الدولة الطرف بضرورة ضمان اتساق النتائج عند التنفيذ الكامل للاتفاقية في جميع أنحاء البلد، وذلك عن طريق التنسيق الفعال وإنشاء آلية لرصد الامتثال المتسق لأحكام الاتفاقية على جميع المستويات.

4. Please provide information on specific measures taken to coordinate the policies and mechanisms at the central, regional and local levels in order to achieve the full and uniform implementation of the Convention throughout the territory of the State party.
4 - يرجى تقديم معلومات عن التدابير المحدَّدة التي تم اتخاذها لتنسيق السياسات والآليات المستخدمة على الصعيد المركزي والمستويات المحلية من أجل التوصُّل إلى التنفيذ الكامل والموحَّد للاتفاقية في جميع أنحاء إقليم الدولة الطرف.

12. The Committee, taking into account the responsibility of the federal Government for the implementation of the Convention, urges the State party to establish an effective mechanism aimed at ensuring accountability and the transparent, coherent and consistent implementation of the Convention throughout its territory, in which all levels of government -- national, provincial and municipal -- participate.
12 - وتحث اللجنة الدولة الطرف، على أن تؤخذ في الحسبان المسؤولية القانونية للحكومة الاتحادية عن تنفيذ الاتفاقية، على إنشاء آلية فعالة تهدف إلى كفالة المساءلة والتنفيذ الشفاف والمتماسك والمتسق للاتفاقية في جميع أنحاء إقليمها، الذي تشارك فيه جميع مستويات الحكومة - المستوى القومي ومستوى المقاطعات والبلديات.
