A number of developments have taken place since the adoption of the Global Programme of Action, particularly since the first session of the Intergovernmental Review Meeting of the Global Programme of Action, which are relevant to the scope and objectives of the Global Programme of Action.

In keeping with the Montreal Declaration on the Protection of the Marine Environment from Land-based Activities, agreed at the first session of the Intergovernmental Review Meeting on the Implementation of the Global Programme of Action in 2001, the focus of the second phase of the UNEP Global Programme of Action Coordination Office for the period 2002 - 2006 was moving from planning to action.
