This constitutes the second biennial programme of action adopted by member States of the Asian and Pacific region since the Tehran Framework for Regional Technical Cooperation in the Asian and Pacific Region was adopted in 1998.

Underlining its commitment to developing and strengthening national capacities, in accordance with national conditions, for the promotion and protection of human rights through regional cooperation and sharing of experiences, the workshop adopted a framework for Regional Technical Cooperation in the Asian-Pacific designed to develop, inter alia:
وإذ أكدت الحلقة التزامها بتطوير وتعزيز القدرات الوطنية، لتعزيز حقوق الإنسان وحمايتها وفقاً للظروف الوطنية من خلال التعاون الإقليمي وتقاسم الخبرات، فقد اعتمدت إطاراً للتعاون التقني الإقليمي في منطقة آسيا والمحيط الهادئ يستهدف في جملة أمور تحقيق ما يلي:

During the Tehran Workshop in 1997, a framework for Regional Technical Cooperation was adopted to develop, inter alia, strategies for the realization of the right to development and economic, social and cultural rights.
وأثناء الحلقة المنعقدة في طهران في عام 1997، تم إعتماد إطار للتعاون التقني الإقليمي الهادف، ضمن جملة أمور، إلى إعداد استراتيجيات من أجل إعمال الحق في التنمية، والحقوق الاقتصادية والاجتماعية والثقافية.

The four pillars for Regional Technical Cooperation identified under the Tehran Framework are: national plans of action for the promotion and protection of human rights and the strengthening of national capacities; human rights education; national institutions for the promotion and protection of human rights; and strategies for the realization of the right to development and economic, social and cultural rights.
والمجالات الأربعة للتعاون التقني الإقليمي المحددة بموجب إطار طهران هي: خطط العمل الوطنية لتعزيز حقوق الإنسان وحمايتها وتدعيم القدرات الوطنية؛ والتثقيف في مجال حقوق الإنسان؛ والمؤسسات الوطنية لتعزيز حقوق الإنسان وحمايتها؛ واستراتيجيات إعمال الحق في التنمية والحقوق الاقتصادية والاجتماعية والثقافية.

15. It was noted that 2008 will mark the sixtieth anniversary of the Universal Declaration of Human Rights, the fifteenth anniversary of the process of regional cooperation for the promotion and protection of human rights in the Asia-Pacific region, as well as the tenth anniversary of the Tehran Framework on Regional Technical Cooperation.
15- وأُشيرَ إلى أن عام 2008 سيصادف الذكرى الستين للإعلان العالمي لحقوق الإنسان، والذكرى الخامسة عشرة لعملية التعاون الإقليمي من أجل تعزيز وحماية حقوق الإنسان في منطقة آسيا والمحيط الهادئ، والذكرى العاشرة لإطار طهران للتعاون التقني الإقليمي.

8. Participants at the Beijing workshop reviewed progress achieved in the four areas identified in the Teheran Framework for Regional Technical Cooperation and identified possible next steps.
8- واستعرض المشاركون في حلقة عمل بيجين التقدم المحرز في المجالات الأربعة المحددة في إطار طهران للتعاون التقني الإقليمي وحددوا الخطوات القادمة الممكنة.

Finally, participants welcomed the adoption of the Declaration and Programme of Action of the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance (see A/CONF.189/12, chap. I) and decided to include the implementation of the Programme of Action as an integral part of the Framework for Regional Technical Cooperation for the Asia-Pacific Region.
وأخيرا، رحَّب المشاركون باعتماد إعلان وبرنامج عمل المؤتمر العالمي لمكافحة العنصرية والتمييز العنصري وكره الأجانب وما يتصل بذلك من تعصب، وقرروا إدماج تنفيذ برنامج العمل بوصفه جزءا لا يتجزأ من إطار للتعاون التقني الإقليمي في منطقة آسيا والمحيط الهادئ.

(a) To review progress achieved since the tenth Workshop (Beirut, March 2002) in the four areas identified in the Tehran Framework for Regional Technical Cooperation.
(أ) استعراض التقدم المحرز منذ حلقة العمل العاشرة (بيروت، آذار/مارس 2002) في المجالات الأربعة المحددة في إطار طهران للتعاون التقني الإقليمي.

Member States: a. Reaffirm their commitment to developing and strengthening national capacities for the promotion and protection of human rights, in accordance with the Tehran Framework for Regional Technical Cooperation in the Asia-Pacific region;
(أ) تُعيد تأكيد التزامها بتنمية القدرات الوطنية والنهوض بها من أجل حماية حقوق الإنسان وتعزيزها وفقاً لإطار طهران للتعاون التقني الإقليمي في منطقة آسيا والمحيط الهادئ؛

Through these and prior workshops (in particular the workshops held at Amman in 1997, Tehran in 1998, New Delhi in 1999 and Beijing in 2000), a consensus was reached on the principles of the Framework for Regional Technical Cooperation for the Asia-Pacific Region.

46. Secondly, a regional technical cooperation project was signed by UNCHS and OAU with the objective of developing an effective technical/political interface which would facilitate the mobilization of support and resources for African regional programmes within the framework of the human settlements programme of Agenda 21 of the United Nations Conference on Environment and Development.
٤٦ - ثانيا، وقع مركز اﻷمم المتحدة للمستوطنات البشرية ومنظمة الوحدة الافريقية مشروعا للتعاون التقني اﻹقليمي يهدف إلى إيجاد وسيلة اتصال تقنية ﻷساسية مشتركة فعالة تيسر تعبئة ما يلزم من دعم وموارد للبرامج اﻹقليمية الافريقية المندرجة في إطار برنامج المستوطنات البشرية الوارد في جدول أعمال القرن ٢١ المعتمد من مؤتمر اﻷمم المتحدة المعني بالبيئة والتنمية.
