Under its mandate concerning the question of peaceful settlement of disputes between States, the Special Committee discussed a draft of United Nations rules for the conciliation of disputes between States.

35. His delegation expressed appreciation to Guatemala for having prepared a revised version of the draft United Nations rules for the conciliation of disputes between States.
٣٥ - وأعرب عن تقدير وفد بلده لغواتيمالا ﻹعدادها الصيغة المنقحة لمشروع نظام اﻷمم المتحدة للتوفيق في المنازعات بين الدول.

23. He thanked Guatemala for the revised version of the draft United Nations rules for the conciliation of disputes between States, and hoped that the Special Committee would be able to draw up a set of model rules of conciliation at its next session.
٢٣ - وشكر ممثل الاكوادور، غواتيمالا على الصيغة المنقحة للمشروع المتصل بنظام اﻷمم المتحدة للتوفيق في المنازعات بين الدول وأعرب عن أمله أن تتوصل اللجنة في دورتها المقبلة الى وضع نموذج بقواعد التوفيق.

4. Guatemala deserved congratulations for submitting at the Special Committee's 1993 session a more flexible and concise version of the draft United Nations rules for the conciliation of disputes between States (A/48/33, para. 122).
٤ - وذكر أن غواتيمالا قدمت إلى دورة عام ١٩٩٣ للجنة الخاصة، صيغة أكثر مرونة وإيجازا من مشروع نظام اﻷمم المتحدة للتوفيق في المنازعات بين الدول )A/48/33، الفقرة ١٢٢( تستحق عليها التهنئة.

46. Concerning the peaceful settlement of disputes, his delegation believed that the draft United Nations rules for the conciliation of disputes between States submitted by the Guatemalan delegation had been considerably improved.
٦٤ - وفيما يتعلق بالتسوية السلمية للمنازعات، فإن الوفد الاسباني يرى أن نص مشروع المواد المعنون " نظام اﻷمم المتحدة للتوفيق في المنازعات بين الدول " المقدم من غواتيمالا قد حُسن بدرجة كبيرة.

63. The adoption by the General Assembly of the United Nations Model Rules for the conciliation of disputes between States was a positive development, although the usefulness of preparing further texts in a field in which sufficient regulations already existed was questionable.
٦٣ - ووصف اعتماد الجمعية العامة لﻷمم المتحدة قواعد نموذجية للتوفيق في المنازعات بين الدول بأنها تطور إيجابي، مشككا في مدى الفائدة من إعداد نصوص أخرى في مجال لا تنقصه القواعد الناظمة.

Among other topics, the Special Committee further discussed the question of the implementation of the provisions of the Charter of the United Nations related to assistance to third States affected by the application of sanctions under Chapter VII of the Charter as well as a proposal on United Nations rules for the conciliation of disputes between States.

With regard to the peaceful settlement of disputes between States, his delegation welcomed the proposed United Nations Model Rules for the conciliation of disputes between States and the proposed amendments thereto, and considered that the greatest advantage offered by the rules was their flexibility, which would make it possible to adapt them to specific cases.
٥٣ - وأشار الى التسوية السلمية للمنازعات بين الدول، فقال إن وفد باراغواي يرحب بمشروع " النظام النموذجي لﻷمم المتحدة للتوفيق في المنازعات بين الدول " ، وكذلك بالتعديلات التي اقترحت، ويرى أن أفضل قوة لهذا النظام تتمثل فيما يتيحه من مرونة للتكييف وفق الحالات العملية.

27. The delegation of Guatemala was to be commended for its initiative in proposing draft rules for the conciliation of disputes between States, which would have to be revised in the light of the comments made by several delegations and considered further by the Special Committee at its 1994 session.
٢٧ - ويود ممثل الفلبين أن يهنئ وفد غواتيمالا على مبادرته بتقديم مشروع " نظام اﻷمم المتحدة للتوفيق في المنازعات بين الدول " ، الذي سيجري تنقيحه بناء على الملاحظات التي أبدتها وفود عديدة، والذي ستتابع اللجنة الخاصة النظر فيه في دورتها لعام ١٩٩٤.

32. The revised draft rules for the conciliation of disputes between States (A/AC.182/L.75) contained a number of improvements, although the text would gain by simplification.
٣٢ - وإن المشروع المنقح ﻟ " نظام اﻷمم المتحدة للتوفيق في المنازعات بين الدول " )A/AC.182/L.75( يتضمن تحسينات عديدة، حتى وإن كان يستحق بعض التبسيط.

54. In that connection, the flexibility of revised text of the draft " United Nations rules for the conciliation of disputes between States " made it a very good basis for a discussion aimed at creating an effective framework that would expand the array of instruments which offered all possible means for the peaceful settlement of disputes between States.
٥٤ - وفي هذا الصدد، فان النص المنقح لمشروع نظام اﻷمم المتحدة للتوفيق في المنازعات بين الدول أصبح، بفضل مرونته، قاعدة جيدة للمناقشة من أجل التوصل الى إيجاد إطار فعال يؤدي الى إغناء مجموعة الصكوك التي تستهدف إتاحة جميع الوسائل الممكنة من أجل التسوية السلمية للمنازعات بين الدول.

10. He applauded the work done by the delegation of Guatemala on the draft United Nations rules for the conciliation of disputes between States (A/48/33, para. 122).

32. While the need for another instrument relating to dispute conciliation was open to question, the discussions in the Special Committee on the draft articles entitled " United Nations rules for the conciliation of disputes between States " (A/48/33, para. 122), submitted by Guatemala, had been useful.
٣٢ - ومع أن الحاجة الى صك آخر يتعلق بالتوفيق في المنازعات هي موضع تساؤل، فإن المناقشات في اللجنة الخاصة بشأن مشروع المواد المعنون " نظام اﻷمم المتحدة للتوفيق في المنازعات بين الدول " )A/48/33، الفقرة ١٢٢(، المقدم من غواتيمالا، هي مفيدة.

The proposal concerning a draft convention might be considered in conjunction with and in furtherance of the draft United Nations rules for the conciliation of disputes between States (A/48/33, para. 122).
