The working group of the Subcommission on Prevention of Discrimination and Protection of Minorities had been working on the draft declaration of the rights of the world’s indigenous peoples for more than 10 years and had prepared a document that the Ukrainian delegation could not accept because of the reasons explained in its statement on agenda item 109.
وينسحب ذلك بصفة خاصة على الفريق العامل التابع للجنة الفرعية المعنية بمنع التمييز وحماية اﻷقليات، الذي شرع منذ أكثر من عشرة أعوام في وضع مشروع إعلان بشأن حقوق الشعوب اﻷصلية، والذي لا يمكن للوفد اﻷوكراني أن يقبل نصه لﻷسباب الوارد ذكرها في البيان الذي قدمه في إطار البند ١٠٩ من جدول اﻷعمال.

The Working Group on Minorities of the Subcommission on Prevention of Discrimination and Protection of Minorities, established by the Commission on Human Rights, could not arrive at a universally acceptable working definition of a minority group which could be used comprehensively to address protection of vulnerable groups in given societies.
ولم يتمكن الفريق العامل المعني باﻷقليات التابع للجنة الفرعية المعنية بمنع التمييز وحماية اﻷقليات، الذي أنشأته لجنة حقوق اﻹنسان من التوصل إلى تعريف عملي مقبول عموما لفئة اﻷقلية، يمكن استخدامه استخداما شاملا في دراسة مسألة حماية الفئات القليلة المناعة في مجتمعات معينة.

9. Requests the Commission on Human Rights to encourage the Working Group on Contemporary Forms of Slavery of the Subcommission on Prevention of Discrimination and Protection of Minorities to continue to address the issue of the traffic in women and girls under its draft programme of action on the traffic in persons and the exploitation of the prostitution of others;
٩ - تطلب إلى لجنة حقوق اﻹنسان أن تشجع الفريق العامل المعني بأشكال الرق المعاصرة التابع للجنة الفرعية المعنية بمنع التمييز وحماية اﻷقليات، بأن يواصل معالجة قضية الاتجار بالنساء والفتيات في إطار برنامج عمله بشأن الاتجار بالبشر واستغلال بغاء اﻵخرين؛

73. The mandate of the Working Group on Minorities of the Subcommission on Prevention of Discrimination and Protection of Minorities includes the examination of proposals designed to resolve problems involving minorities and the recommendation of measures to promote and protect the rights of persons belonging to national, ethnic, religious and linguistic minorities.

The Special Rapporteur of the Subcommission on Prevention of Discrimination and Protection of Minorities, Mr. Varela Quirós, who was appointed to undertake a study on discrimination against HIV-infected people, presented a report (E/CN.4/Sub.2/1992/10) E/CN.4/Sub.2/1992/10. to the Subcommission at its forty-fourth session in August 1992.
وقد قام المقرر الخاص للجنة الفرعية المعنية بمنع التمييز وحماية اﻷقليات، السيد فاريلا كويروس، الذي عين ﻹجراء دراسة بشأن التمييز ضد اﻷشخاص المصابين بفيروس نقص المناعة البشرية، بتقديم تقرير )E/CN.4/Sub.2/1992/10()٣( إلى اللجنة الفرعية في دورتها الرابعة واﻷربعين المعقودة في آب/أغسطس ١٩٩٢.

Also welcoming the invitation extended by the Government of the Sudan to the Special Rapporteur of the Commission on Human Rights on the promotion and protection of the right to freedom of opinion and expression and to the Working Group on Contemporary Forms of Slavery of the Subcommission on Prevention of Discrimination and Protection of Minorities, and urging that the visit to the Sudan by the Special Rapporteur take place as soon as possible,

On the international front, North Korea has shown how woefully out of step it is with the rest of the world by announcing its intention to withdraw from the International Covenant on Civil and Political Rights in response to a resolution concerning the human rights situation in North Korea adopted at this year's session of the Subcommission on Prevention of Discrimination and Protection of Minorities.
وعلى الجبهة الدولية، دللت كوريا الشمالية على المدى البائس الذي وصلت إليه في عدم تماشيها مع بقية العالم باﻹعلان عن عزمها على الانسـحاب من الاتفاقية الدولية للحقوق المدنية والسياسية ردا على قرار يتعلق بحالة حقوق اﻹنسان في كوريا الشمالية اعتمدته دورة هذا العام للجنة الفرعية المعنية بمنع التمييز وحماية اﻷقليات.

10. Ms. ABAKA, reporting on the forty-seventh session of the Subcommission on Prevention of Discrimination and Protection of Minorities, said that the issues considered by the Subcommission included the new international economic order and the promotion of human rights, the role and equal participation of women in development, the implementation of the human rights of women, and communications concerning human rights.
١٠ - السيدة أبادا: تحدثت عن الدورة السابعة واﻷربعين للجنة الفرعية المعنية بمنع التمييز وحماية اﻷقليات، فقالت إن المسائل التي تنظر فيها اللجنة الفرعية تشمل النظام الاقتصادي الدولي الجديد وتعزيز حقوق اﻹنسان، ودور المرأة ومشاركتها على قدم المساواة في التنمية، وتنفيذ حقوق اﻹنسان للمرأة، والرسائل المتعلقة بحقوق اﻹنسان.

452. A letter dated 25 June 1997 from Mr. Joinet, Chairman/Rapporteur of the Subcommission on Prevention of Discrimination and Protection of Minorities' Working Group on the Administration of Justice to the Chairman, requesting the Committee to consider preparing an amendment to its General Comment on article 4 was referred to the Working Group that was scheduled to meet prior to the Committee's sixty-first session.
٤٥٢ - وأحيلت إلــى الفريــق العامل المقرر أن ينعقد قبل الدورة الحادية والستين للجنة رسالة مؤرخة ٢٥ حزيران/يونيه ١٩٩٧ من السيد لويس جوانيه، رئيس/مقرر الفريق العامل المعني بإقامة العدل التابع للجنة الفرعية المعنية بمنع التمييز وحماية اﻷقليات موجهة إلى الرئيس، يطلب فيها من اللجنة أن تنظر في إعداد تعديل لتعليقها العام على المادة ٤.

The documents on radiological weapons and their effects on the environment and the population, presented by the Iraqi Government at the forty-eighth session of the Subcommission on Prevention of Discrimination and Protection of Minorities (E/CN.4/Sub.2/1996/32) and the fifty-third session of the Commission on Human Rights (E/CN.4/1997/113) were useful references on the subject.
وثمة جدوى في هذا الصدد من الرجوع الى الوثيقتين المتعلقتين باﻷسلحة اﻹشعاعية وآثارها على البيئة والسكان، اللتين قدمتهما حكومة العراق الى الدورة الثامنة واﻷربعين للجنة الفرعية المعنية بمنع التمييز وحماية اﻷقليات (E/CN.4/Sub.2/1996/32) وأيضا الى الدورة الثالثة والخمسين للجنة حقوق اﻹنسان (E/CN.4/1997/113).
