Annual certification from the non-party importing State specifying the intended use of the mercury or mercury compounds, including a statement that, with regard to the mercury or mercury compounds, the importing State is committed to:

[12. Any Party allowing imports or exports of mercury or mercury compounds in accordance with the provisions of this article shall annually report on the import and export activities to the Secretariat.

(k) " Use allowed to the Party under this Convention " means any use of mercury or mercury compounds that is generally accepted and would take into consideration the specific needs of the Party and the availability of alternative products and processes.
