We hope that these paragraphs will bring home to the international community the fact that the human tragedy of the Iraqi population is caused by Security Council resolutions, and that there is no reason whatsoever for the continuation of this tragedy.
نأمـــل بأن تنبه هذه الفقرات المجتمع الدولي إلى حقيقة أن المأساة اﻹنسانية للسكان العراقيين سببها قرارات مجلس اﻷمن، وأن استمرار هذه المأساة لم يعد له مبرر بأي منطق.

In that context, the Committee would welcome amendments by Iraq to the categorized list of goods to reflect the updated humanitarian needs of the Iraqi population.

70. The current food ration of 2,030 kilocalories and, in particular, its composition fall far short of meeting the nutritional needs of the Iraqi population.
٠٧ - وتعتبر حصة اﻷغذية الراهنة وقدرها ٠٣٠ ٢ كيلو كالوري ولا سيما تكوينها، قاصرة عن تلبية الاحتياجات التغذوية للسكان العراقيين.

Here again, the Committee on Economic, Social and Cultural Rights reached the conclusion already expressed by the Special Rapporteur, i.e. that sufficient measures had not been taken to date by the authorities to alleviate the extremely difficult living conditions of the Iraqi population and the deprivation of their basic economic, social and cultural rights.

8. Decides that the funds in the escrow account shall be used to meet the humanitarian needs of the Iraqi population and for the following other purposes, and requests the Secretary-General to use the funds deposited in the escrow account:
٨ - يقرر أن تُستخدم اﻷموال المودعة في حساب الضمان للوفاء بالاحتياجات اﻹنسانية للسكان العراقيين ولﻷغراض اﻷخرى التالية، ويطلب إلى اﻷمين العام استخدام اﻷموال الموضوعة في حساب الضمان لما يلي:

On 14 April 1995, the Security Council adopted resolution 986 (1995) which reiterated and expanded the oil-for-food option aimed at meeting the humanitarian needs of the Iraqi population.
٦٤- وفي ٤١ نيسان/أبريل ٥٩٩١، اعتمد مجلس اﻷمن القرار ٦٨٩)٥٩٩١( الذي جدد ووسع خيار الغذاء مقابل النفط الهادف إلى تلبية الاحتياجات اﻹنسانية للسكان العراقيين.

The Committee expressed concern about the deteriorating situation of economic, social and cultural rights in Iraq and noted that sufficient measures had not been taken to date by the authorities to alleviate the extremely difficult living conditions of the Iraqi population and the deprivation of their basic economic, social and cultural rights.
٩٥- وقد أعربت اللجنة عن قلقها بشأن تدهور حالة الحقوق الاقتصادية والاجتماعية والثقافية في العراق، وأشارت إلى أن السلطات لم تتخذ تدابير كافية حتى حينه للتخفيف من اﻷوضاع المعيشية البالغة الصعوبة للسكان العراقيين وحرمانهم من حقوقهم الاقتصادية والاجتماعية والثقافية اﻷساسية.
