In General Comment 6 (16) on article 6, the Committee interpreted the right to life in a broad manner that requires States parties to take positive action, e.g. to reduce infant mortality, to increase life expectancy and to take measures to eliminate malnutrition and epidemics.

In its general comment No. 6, the Human Rights Committee stated that to fulfil article 6 of the Covenant, it would be desirable for States parties to take all possible measures to increase life expectancy, especially in adopting measures to eliminate malnutrition and epidemics.

As to measures taken by the State to eliminate malnutrition and epidemic diseases, all preventive and treatment services, including vaccination and immunization, are offered free of charge, at both primary health care centres and hospitals. As a result, no pathological cases, such as polio and diphtheria, have been reported among children over the last few years. The incidence of other infectious diseases has dramatically declined.
90- أما فيما يتعلق بالتدابير المتخذة في الدولة للقضاء على سوء التغذية والأوبئة فتجدر الإشارة إلى أن كافة الخدمات الوقائية والعلاجية سواء على مستوى رعاية الصحة الأولية أو على مستوى المستشفيات تقدم بالمجان بما في ذلك الطعوم والأمصال مما كان له أثر عدم ظهور أي حالات مرضية خلال السنوات الماضية مثل شلل الأطفال والدفتيريا كذلك قلت نسبة الأمراض المعدية الأخرى لدرجة كبيرة.

The Committee recalls paragraph 5 of its General Comment No. 6 [16] on article 6 of the Covenant, which recommends that States parties " take all possible measures to reduce infant mortality and increase life expectancy, especially in adopting measures to eliminate malnutrition ... . "
