He recalls that paragraph 86 of the Durban Programme of Action calls upon States to counter ideologies which promote racial hatred and racial discrimination, including by taking measures to combat the negative influence of such ideologies, especially on young people, through formal and non-formal education, the media and sport.

وفي هذا السياق، يجدر بالإشارة أيضاً إلى التقرير الصادر عن حلقة دراسية رفيعة المستوى بشأن العنصرية والإنترنت، نظّمها الفريق العامل الحكومي الدولي في دورته الرابعة، وتناولت بالبحث أثر تكنولوجيات الاتصال على نشر الدعاية للكراهية العنصرية والعنف العنصري وكره الأجانب في شتى أصقاع العالم والتصدي لذلك().

While noting the existence of legal provisions giving effect to article 4, and the State party's position that its legislation meets the requirements of the Convention, the Committee remains concerned about the absence of any explicit criminal law provisions declaring illegal and prohibiting organizations promoting and inciting racial hatred (art. 4).
401- وبينما تلاحظ اللجنة وجود أحكام قانونية تُعمل المادة 4، وموقف الدولة الطرف الذي يقضي بأن تستوفي قوانينها شروط الاتفاقية، تظل قلقة إزاء عدم وجود أي أحكام قانونية جنائية صريحة تنص على عدم قانونية المنظمات المروجة للكراهية العنصرية والمحرضة عليه وعلى حظر هذه المنظمات (المادة 4).

With reference to the Special Rapporteur on freedom of opinion and expression, according to which there is a need to address racial hatred against ethnic groups, immigrants and other foreigners, and to the Human Rights Committee, which was concerned about anti-Semitism, Portugal enquired about measures taken to ensure protection of minorities against violence and discrimination.
