We note with disquiet that the least developed countries as a whole may be adversely affected by the agreements of the Uruguay Round of Multilateral Trade Negotiations.

The third point is that in the General Agreement on Tariffs and Trade Uruguay Round of Multilateral Trade Negotiations, the world has a major opportunity to turn its back on protectionism and lock in the prospects for economic growth through trade and other forms of economic integration.

The prospects for development in Africa depend in many ways on the capacity of African countries to benefit fully from the prospects for trade expansion generated by the Uruguay Round of Multilateral Trade Negotiations and to attract a greater volume of the growing flow of private investment to developing countries.
وتتوقف احتمالات التنمية في افريقيا من نواح عديدة على قدرة البلدان الافريقية على الاستفادة استفادة كاملة من آفاق توسيع التجارة الذي تولده جولة أوروغواي للمفاوضات التجارية متعددة اﻷطراف واجتذاب حجم أكبر من التدفقات المتزايدة من الاستثمارات الخاصة إلى البلدان النامية.

11. Indications of the Uruguay Round of Multilateral Trade Negotiations which were finally concluded in December 1993 and adopted and signed in April 1994 are that it will have negative effects on Africa's economic performance, depending on the region's ability to manage change and optimize technology for more efficient use of factors of production in an effort to raise its competitive status in international markets.
١١ - وتبين مؤشرات جولة أوروغواى للمفاوضات التجارية متعددة اﻷطراف التي اختتمت أخيرا في كانون اﻷول/ديسمبر ١٩٩٣، واعتمدت ووقعت في نيسان/أبريل ١٩٩٤، أنها ستؤثر تأثيرا سلبيا على اﻷداء الاقتصادي في افريقيا، وهذا يتوقف على قدرة المنطقة على تحقيق التغير واﻹستغلال اﻷمثل للتكنولوجيا من أجل استخدام عوامل اﻹنتاج بكفاءة أكبر في جهودها الرامية إلى رفع مستوى مركزها التنافسي في اﻷسواق الدولية.

We therefore call for an early conclusion of the Uruguay Round of Multilateral Trade Negotiations of the General Agreement on Tariffs and Trade (GATT). We also call again on the developed countries to achieve without further delay the target of 0.7 per cent of their gross national product for official development assistance that was set over 24 years ago by this very Assembly.
ومن ثم فإننا ندعو إلى الاختتام المبكر لجولة أوروغواي للمفاوضات التجارية متعددة اﻷطراف لمجموعة الاتفاق العام بشأن التعريفات الجمركية والتجارة )مجموعة غات(، كما نناشد مرة أخرى البلدان المتقدمة أن تبلغ دون أي إبطاء الهدف المتمثل بتخصيص نسبة ٠,٧ في المائة من ناتجها القومي الاجمالي للمساعدة الانمائية الرسمية الذي حددته هذه الجمعية نفسها قبل ٢٤ عاما.
