The findings of both the study and the survey are that the current location of the ECLAC subregional headquarters in Mexico places United Nations staff at high risk in the event of a major earthquake and/or fire, and at medium risk in the event of a car bomb or an illegal occupation such as an office break-in or a hostage incident.

The CARICOM countries had joined in the ministerial decision of the Caribbean Development Cooperation Committee (CDCC) encouraging United Nations support for the continuation of work by the subregional headquarters for the Caribbean of the Economic Commission for Latin America and the Caribbean (ECLAC) to create a social vulnerability index for Caribbean SIDS.
