35. On 14 July, the Security Council, by resolution 2165 (2014), authorized United Nations humanitarian agencies and their implementing partners to use additional border crossings for delivery of humanitarian assistance: Bab al-Salam and Bab alHawa with Turkey, Al-Yarubiyah with Iraq and Al-Ramtha with Jordan.

In that regard, the Council urges the Government of Liberia and the combatants, particularly the rebel group LURD, to provide unrestricted access to United Nations humanitarian agencies and non-governmental organizations to areas where refugees need to be assisted and human rights protected.

264. On 14 July, the Council unanimously adopted resolution 2165 (2014), proposed by Australia, Luxembourg and Jordan, in which it stated that United Nations humanitarian agencies and their implementing partners are authorized to use four additional border crossings into the Syrian Arab Republic, in order to ensure that humanitarian assistance would reach people in need throughout the country.
٢٦٤ - وفي 14 تموز/يوليه، اتخذ المجلس بالإجماع قراره 2165 (2014)، الذي اقترحته أستراليا ولكسمبرغ والأردن، والذي أُذِن فيه للوكالات الإنسانية التابعة للأمم المتحدة وشركائها المنفذين باستخدام أربعة معابر حدودية إضافية للدخول إلى الجمهورية العربية السورية، من أجل ضمان وصول المساعدات الإنسانية إلى الأشخاص المحتاجين في سائر أنحاء البلد.

The arbitrary denial of humanitarian access constitutes a direct and clear violation of paragraph 6 of Security Council resolution 2139 (2014), in which the Council unanimously demanded that " Syrian authorities promptly allow rapid, safe and unhindered humanitarian access for United Nations humanitarian agencies and their implementing partners, including across conflict lines and across borders " .
