4. Japan emphasizes the importance and urgency of the commencement of FMCT negotiations, as reiterated in the recent speech delivered by the Ambassador and Permanent Representative of Japan to the Conference on Disarmament (CD) to the CD.

Before elaborating on the work of the seminar and its main conclusions and recommendations, I would like to emphasize the great political interest manifested in this event, which opened with a keynote address by Mr. Mircea Geoana, Minister for Foreign Affairs of Romania, followed by a statement by Ambassador Kuniko Inoguchi, Permanent Representative of Japan to the Conference on Disarmament and chair-designate of the first biennial meeting.
وقبل التوسع في الحديث عن عمل الحلقة الدراسية واستنتاجاتها وتوصياتها الرئيسية، أود أن أشدِّد على الاهتمام السياسي الكبير الذي برز خلال هذا الحدث، الذي افتُتِح بخطاب رئيسي ألقاه السيد ميرشيا جايوانا، وزير الشؤون الخارجية لرومانيا، تلاه بيان ألقته السفيرة كونيكو إينوغوشي، الممثلة الدائمة لليابان لدى مؤتمر نزع السلاح والرئيسة المنتخبة للاجتماع الأول الذي يُعقد كل سنتين.
